Patton State Hospital, Human Resources Department, is accepting applications for at least one anticipated (1) Permanent, Full-Time appointment to the Associate Governmental Program Analyst classification to fill an Employment Analyst position in the Human Resources - Employment Unit. May consider a highly qualified Staff Services Analyst. This position is under the direct supervision of the Employment Manager located within the Human Resources Department.

The Employment Analyst is responsible for analyzing and assessing job duties in accordance with the class specifications and allocation guidelines; reviews all hiring requests pursuant to analysis of duties and approve for pending hire; reviews and approves requested appointments; analyzes, reviews and assists with preparation of Essential Functions in duty statements; completes 625 packets; processes Hire Above Minimum Authorizations; TAU & Emergency appointment requests and Training and Development Assignments. Prepares hospital's recruitment plan; is the Bilingual Coordinator and oversees compliance with the hospital's I-9 process and the Commercial Driver's License Program. Consults and advises hiring managers on appropriate hiring practices/methods (SROA/Reemployment, Cert List Eligible, Transfers, Reinstatements, recruitment methods, advertisement, panel member composition, candidate selection process, etc.).

The Employment Analyst works closely with DSH-Sacramento and assists with planning, implementing, and administering examinations in the hospital's decentralized examination program. The Employment Analyst is responsible for participating in examination planning, collaborating with DSH-Selection Services Unit and Subject Matter Experts regarding test development and job analysis. The Employment Analyst is responsible for bulletin advertisements, bulletin releases, application review for minimum qualifications, test validation, and proctoring written examinations. The Employment Analyst is the hospital's liaison to Headquarters Selection Services Unit and provides feedback regarding the DSH examination plan, makes determinations, and provides consultation and assistance on varied and difficult personnel management problems.

The Employment Analyst will be required to maintain a professional appearance even while under intense pressure and multiple competing deadlines. The analyst must have excellent oral and written communication skills; must be methodical, precise, applies completed staff work principles to assignments, displays strong analytical and statistical abilities, and has excellent problem solving, organizational skills, and multi-task abilities. The incumbent must have excellent interpersonal skills and work with all levels of hospital management, DSH-Selection Services Unit, and CalHR.

The selected candidate must be willing to work overtime as required on various employment and statistical reports as necessary, on demand with little or last-minute notice in order to adhere to strict deadlines. Excellent attendance and dependability are a must and critical for a position of this level of responsibility.

Working Conditions

Patton is a forensic psychiatric hospital and was established in 1890 and opened in 1893. DSH-Patton provides treatment to forensically and civilly committed patients within a secure treatment area. The hospital does not accept voluntary admissions.
