Job Duties

Plans, implements, and manages a comprehensive human resource program that provides support, training, guidance, and consultative services on Human Resource issues to managers, supervisors, and employees. Supervises and/or performs all human resource, timekeeping, payroll transactions, and employee relations functions for a major institution. This position consults with managers on issues related to staffing, policy compliance and organizational development/management, as well as directs the work of paraprofessional and professional staff engaged in activities such as recruitment, compensation management, benefits administration, payroll processing and internal and external human relations. Provides guidance and assistance to employees, supervisors, and managers in a variety of human resource functions to ensure compliance with State and departmental policy and procedures. Manages and organizes automated and manual files in order that information can be retrieved timely and accurately.

Minimum Qualifications

High school diploma or equivalent. Working knowledge of human resource management, including Equal Employment Opportunity (EEO), American with Disabilities Act (ADA) Fair Labor Standards Act (FLSA), Family Medical Leave Act (FMLA), Classification and Compensation, Recruitment, Leave and Benefits, Grievance Procedure, and Performance Management. Experience in personnel related area showing knowledge of principles and practices of personnel administration including compensation, recruiting and employment benefits, training, employee relations, policy and procedures and other personnel practices. Communicate effectively in a team-based environment using both verbal and written communication skills.

Additional Considerations

Have basic knowledge of computers and computer software i.e., Word, Excel, PowerPoint, and Outlook. Experience with Human Resources Information Systems (HRIS) systems private sector or state specific i.e., PageUp. Professional HR Certification (Society of Human Resources Management (SHRM) or Human Resources Standards Institute (HRCI).
