COMPETITIVE MINIMUM QUALIFICATIONS:
Human Resources Specialist 1, SG-18: Permanent service in this title or one year of permanent competitive or 55-
b/c service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.
Human Resources Specialist Trainee 1: Reachable on the current eligible list; OR Permanent service in this title or
one year of permanent competitive or 55b/c service in a title SG-11 or higher and otherwise eligible for transfer under
Civil Service Law. You may be eligible for 70.4 transfer to the Trainee 1 level if you have served one year in a
position SG-11 or higher, have a bachelor's degree, and a passing score on the most recent PCO or PATT exam.
Advanced Placement
If chosen, you may, at the agency's discretion, be appointed to a higher level. You must inform the agency of any
additional qualifications at your interview.
NON-COMPETITIVE MINIMUM QUALIFICATIONS (NO EXAM REQUIRED):
Human Resources Specialist Trainee 1, NS (equivalent to SG-13): A bachelor's or higher degree.
Human Resources Specialist Trainee 2, NS (equivalent to SG-14): A bachelor's or higher degree AND
Either
1. One year of professional human resources experience OR
2. A Juris Doctor, master's or higher degree in a field related to the position being filled.*
Human Resources Specialist 1, SG-18: A bachelor's or higher degree AND
Either
1. Two years of professional human resources experience OR
2. A Juris Doctor, master's or higher degree in a field related to the position being filled* AND one year of
professional human resources experience.

Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:
- The incumbent will be assigned to the Human Resources Office and under the direction of the Human Resources Specialist
2 will be responsible for a full range of Labor Relations activities, including but not limited to, investigations; interrogations;
grievances and employee relations communication.
- Knowledge of Labor Relations policies, procedures and practices.
- Duties to be discussed at interview.

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to
take an exam to qualify, but you do need to meet the minimum qualifications of the title.
If you are hired under the HELPS Program, you will be first be appointed as a temporary employee. In May
2024, if you are performing successfully in the position, your appointment will be changed from temporary
to permanent non-competitive. Once you are in permanent status, your official probationary period will
begin and you may take any promotion exam for which you are qualified.
At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected
to have their permanent non-competitive employment status converted to permanent competitive status.
You will not have to take an exam to gain permanent competitive status.
• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of
Understanding between PEF and the local DDSO regarding the posting of job vacancies.
• Preference will be given to OPWDD employees impacted by closures. If you are being impacted by closure,

• All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in
the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.

Service Loan Forgiveness Program (PSLF). The PSLF Program forgives the remaining balance on Direct
Loans after 120 qualifying monthly payments have been made under a qualifying repayment plan while
