Human Resources Specialist - Classification and Compensation

The City of Chesapeake is seeking to fill one Human Resources Specialist position with a concentration in classification and compensation. The Human Resources Specialist position supports the compensation/classification team and provides guidance and consultation to employees and managers on related policies, practices, and processes. This position is responsible for conducting market research, preparing compensation analyses, and making related recommendations. In addition, this position will assist in the creation and maintenance of job descriptions, conduct training, and assists with various projects/initiatives.

Required Qualifications
VOCATIONAL / EDUCATIONAL REQUIREMENT :
Requires any combination of education and experience equivalent to a bachelor's degree in human resources, management, public administration, or a closely related field.
EXPERIENCE REQUIREMENT :
In addition to satisfying the vocational/education standards, this class requires a minimum of one year of related, full-time equivalent experience.
SPECIAL CERTIFICATIONS AND LICENSES :
May require a valid driver's license and a driving record that is in compliance with the City Driving Standards depending on job focus.
SPECIAL REQUIREMENTS :
Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.
Preferred Qualifications
Summary of Duties:
- Conducts market research, compiles data, and presents findings.
- Completes salary surveys and assists in providing personnel statistical data.
- Assists with job classification revisions and coordinate with HRIS Analyst on system related updates
- Maintains logs and records for the Classification & Compensation Team
- Serves as a resource to current City employees on interpreting policies relative to classification, compensation and employee relations.
- May assist in performing classification studies, including researching, collecting, organizing, and analyzing data to prepare reports with recommendations.
- Conducts in-house training sessions; designs and facilitates customized training.
- May supervise staff, including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining and terminating or recommending termination.
- Performs special projects, research, analysis, and other duties as assigned.

Preferred Qualifications
- Advanced knowledge of Microsoft Excel formulas
- Strong analytical, critical thinking, and problem-solving skills
- Skilled in analyzing and summarizing data in Excel for management review
- Effective, clear and persuasive oral and written communication; comfortable and skilled in presenting detailed information
- Ability to evaluate and implement strategies for process improvement
