Duties

As a Senior Human Resources Specialist (Generalist), your typical work assignments and/or responsibilities will include assignment to an operational component with responsibility for all areas within HR to include recruitment and placement, classification, employee relations, labor relations, performance management, human resources information systems (HRIS), executive resources, HR policy development, and special projects. More specifically, you will also:
  • Assist leadership and line managers in the development of long-term strategic planning for workforce and succession planning through application of core operations analysis, process re-engineering, trend analysis, position management and strategic recruitment tools.
  • Serve as the primary POC for recruitment and placement activities for an assigned area, ensuring that Delegated Examining and merit promotion procedures and guidelines are properly implemented.
  • Manage the complete recruitment/onboarding process. You will develop a schedule for accomplishing recruitments to include: development and classification of position descriptions (PDs); determining Fair Labor Standards Act (FLSA) and bargaining unit coverage; developing the job analysis, qualification requirements, assessment criteria, and posting positions utilizing USA STAFFING; performing basic qualification analysis; adjudicating veterans' preference; and issuing and auditing selection certificates.
  • Execute processing for all types of appointments and personnel actions, including extensive personnel movement and directives that are proposed management actions in support of decisions that affect organizations, their operational activities, and employees. This includes any preparatory documents that will become part of Reduction-in-Force (RIP) actions.
  • Evaluate position management in assigned organizations within delegated authority and assist managers, supervisors and operating officials on ways to improve structure, work distribution, and the use of employee skills.
  • Provide HR advisory service, solutions and strategies for difficult and controversial problems to USITC management and employees.
  • Trouble shoot areas of non-compliance to identify root causes of errors and proposes solutions.

BASIC REQUIREMENT

To qualify at the GS-13 level, you must have one year of specialized experience equivalent to the GS-12 obtained in the federal or private sector applying a wide range of Title 5, human resource management concepts, principles, laws, regulations, procedures, and practices in: recruitment and placement; classification; employee relations; labor relations; performance management; human resources information systems (HRIS); authorization of personnel actions to ensure that processing regulatory and privacy act requirements are met; executive resources; and HR policy. The level of experience must include: researching and evaluating laws, regulations, and precedents; and developing solutions and strategies to address difficult and controversial problems.

To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 obtained in the federal or private sector applying a wide range of Title 5, human resource management concepts, principles, laws, regulations, procedures, and practices in: recruitment and placement; classification; employee relations; labor relations; performance management; human resources information systems (HRIS); authorization of personnel actions to ensure that processing, regulatory, and privacy act requirements are met; executive resources; and HR policy. The level of experience must have included progressively responsible professional experience sufficient to show a normal level of progression and senior-level knowledge of the occupation. This level of specific experience should include: researching and evaluating laws, regulations, and precedents; developing solutions and strategies to address difficult and controversial problems; and, serving as an authoritative advisor to management and employees.

Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
