Summary

This position is located in the Small Business Administration, Office of Human Resources Solutions (OHRS), National Labor Relations Division (NLRD), in Washington, DC. The incumbent provides labor relations (LR) expertise, and support to the Agency leadership, supervisors and managers, and manages SBA's labor relations program. Develops and implements NLRD policy and procedures, provides management advisory services, training and evaluates program office activities relative to the NLRD mission.

Duties

As a Human Resources Specialist (Labor Relations), GS-0201-13, you will be responsible for:
  • Providing expert guidance and consultative services on all federal labor relations programs and services including grievances, contract interpretation, negotiations, and unfair labor practices.
  • Negotiating new policies, collective bargaining agreements and settlements with union representatives on Agency-wide/Headquarters labor relations policy issues of a routine nature.
  • Serving as OHRS technical representative during arbitrations, Federal Labor Relations Authority (FLRA) hearings and other third party proceedings (i.e. FSIP).
  • Developing, delivering training and/or leading workgroups and seminars in labor relations and other relevant areas of HR as they relate to labor relations and the collective bargaining agreement.

Qualifications

Specialized Experience for GS-13: One year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector:
  1. interpreting and applying legislative and regulatory policy to develop comprehensive plans of action in support of management positions; and
  2. providing expert advice to customers at all levels to include senior executives and/or other labor relation specialist on routine labor relation matters; and
  3. developing labor relations policies and procedures in accordance with agency and organizational strategic goals; and
  4. experience in third party proceedings, litigation and hearings.
