Job Duties

This position will be housed in the VDH Central Office under the Office of Family Health Services (OFHS), Division of Child and Family Health (DCFH). The position manages Newborn Screening and Birth Defects Surveillance Programs, all of which are mandated in the Code of Virginia and implemented statewide as outlined in the Virginia Administrative Code. There are four distinct programs that make up this unit: blood spot newborn screening, Early Hearing Detection and Intervention (EHDI), Critical Congenital Heart Defect (CCHD) newborn screening and birth defects surveillance also known as the Virginia Congenital Anomalies Reporting and Education System (VaCARES). The Blood Spot Newborn Screening Program is considered an essential service to be maintained in emergencies, operates seven days/week, 365 days/year and provides on-call services. All programs housed in this unit are directly tied to programs and their activities housed under the Title V Maternal Child Health (MCH) federal block grant and associated state work plan, and more specifically, the Children and Youth with Special Health Care Needs (CYSHCN) unit for identification and referral to services. This position's responsibilities include assisting in development of program budgets and monitoring revenue & expenditures; recruitment, staff development and training with a focus on team building and customer service; procurement and administration of grants; conducting or participating in community, customer, and organizational needs assessments; resource allocation; data-based decision making; quality assurance of service delivery; and emergency preparedness and response. This position also serves as the SME for legislative and policy development regarding NBS and birth defects. This position also assists in coalition building and collaborates closely with the medical community and the state public health laboratory, the Division of Consolidated Laboratory (DCLS), and its staff to assure and ensure certain ongoing programmatic activities.

Supports the delivery of program services agency wide by formal supervision of a staff Program Specialists and administrative personnel. Characteristic duties: setting priorities and performance standards for staff, training subordinates and monitoring overall program performance for quality based on goals and objectives, managing grants, analyzing legislative or other regulatory impact on service delivery. May serve as liaison for the program to outside interests and may perform some direct technical service functions as necessary to meet customer demand. A comprehensive knowledge of the program, considerable understanding of supervisory principles and project management and clear communication skills are necessary.

This is a restricted position, which is 65% funded by the Title V Maternal and Child Health Services Block Grant to the States for a year period ending Sept 30, 2024. The availability of funding is scheduled for review annually and periodically thereafter. Continued employment is contingent on the continued availability of funds.

Minimum Qualifications

Considerable knowledge of public health, particularly large scale, complex public health initiatives, federal/state laws, regulations and polices related to such
Experience in organization behavior: skills in team building, direct supervision, training, managing and evaluation of staff, and conflict management
Program Development: developing goals/objectives, priority setting, evaluation, and long range strategic planning
Grant writing: experience with federal/state/community based grant writing, submission, reporting and implementation
Budget monitoring
Collaboration: understanding of community resources, coalition and relationship building
Policy Development: experience in policy writing and legislative processes
Experience with Information Systems utilized for data collection and analysis
Public speaking: Ability to provider oral summations and presentations to multiple types of stakeholders

Additional Considerations

Experience in medical field to provide and assist in direction and consultation with medical community.
Experience in newborn screening and/or birth defects surveillance programs
Extensive and demonstrated knowledge of Public Health, Nursing, Public Administration or related field
