What You Will Do:
  • Manage state-owned rail property, including overseeing leases and issuing invoices
  • Support our grade crossing safety, project development program, and consultant contract budgets
  • Manage the Rail Commission's loan portfolio and accounts receivable
  • Interact with internal and external customers, including ORDC and ODOT staff, railroads and other lessees

Official Position Description:

Builds, monitors, maintains &/or prepares the grade crossing safety fiscal budget for Ohio Rail Development Commission (ORDC) using a computer & related software (e.g., Ellis). Prepares & analyzes various financial statements, statistical & cost/accounting reports for agency (e.g., monthly journal vouchers) using a computer & related software (e.g., Microsoft Excel, Ellis). Coordinates, monitors & performs variety of fiscal management & control activities for ORDC (e.g., monitors payments of loans administered by ORDC & prepares reports using a computer & related software (e.g., Microsoft Excel, Ellis, Appropriation Accounting (AA)); distributes monthly invoices to non-automated companies; assists with (e.g., reviews, monitors) automatic clearinghouse loan payments. Utilizes a computer & related software (e.g., Microsoft Word & Excel, Ellis, AA) & prepares loan receivable annual report for ODOT, prepares credit transmittals for revenues received, sends transmittals with checks to ODOT, maintains running balance/report of incoming revenue for ORDC, maintains outstanding encumbered projects, prepares & distributes monthly invoices for lease payments to companies with lease agreements with ORDC), & assists higher level fiscal officer in budgetary process (e.g., balances ORDC's budget with ODOT monthly & each fiscal year.) Utilizes computer & related software (e.g., Microsoft Excel, Ellis, AA) & prepares required fiscal & budgetary reports; reviews & authorizes requests for expenditures; reviews newly initiated or changes in current policy, reporting mechanisms, forms, rules & regulations to determine impact on budgetary operations assigned; prepares cash flow projections. Utilizes computer & related software (e.g., Kronos) & maintains & prepares payroll & personal service budget reports. Encumbers capital funds for grade crossing safety projects. Reviews & updates database (e.g., Microsoft Access) for tracking progress of grant & loan projects; prepares monthly financial sheet/report for ORDC's status of funds used/available using a computer & related software (e.g., Microsoft Excel).

Researches appropriate constituent concerns and responds in writing in a timely manner. Receives incoming permit requests, reviews and recommends their approval or disapproval. Processes property owner complaints (e.g., perform on-site inspections, take photos of property, refer constituent to appropriate authority). Review various lease agreement requests (e.g., pipeline crossings, utility crossings, non-drilling oil & gas) to ensure that all specifications included in the agreement are met. If the requirements are met, processes leases from a template format. Coordinate/perform annual inspection of all ORDC rail property with field staff. Point of contact for all property management issues for ORDC. Prepare personal service contracts for cleanup and other necessary maintenance requirements as needed (e.g., fencing, gates, etc). Mail monthly invoices for lease payments.

Qualifications
3 yrs. experience in budgeting that included fiscal analysis, management & control (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).

-Or completion of undergraduate core program in accounting, public finance, public administration or business administration; 12 mos. exp. in budgeting that included fiscal analysis, management & control (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).

-Or Completion of graduate core program in accounting, public finance, public administration or business administration which included coursework in quantitative/statistical analysis (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).

-Or equivalent of Minimum Class Qualifications for Employment noted above.
