What You Will Be Doing:

Manage grade crossing safety projects funded by the ORDC

Conduct field reviews and construction inspections at project locations

Official Position Description:

Under the general supervision of Administrative Officer 2, administers Ohio's Federally funded programs for surface reconstruction, installation of automatic warning devices & corridor closure projects of railway-highway grade crossings. Manages multiple complex railroad safety projects (e.g., highway geometric design, multi-track high tonnage rail corridor with railroad controls in close proximity, deviation from standard Manual on Uniform Traffic Control Device (MUTCD) elements, highway traffic signals requiring preemption, environmental & right-of-way complications, review & approval of continuing contractors &/or the bid process). Participates in field inspections & diagnostic reviews by providing engineering expertise for the Grade Crossing Warning Devices Program. Operates state vehicle to travel to project sites & meetings. Obtains preliminary plans & estimates from railroads for warning device, reconstruction & closure projects; reviews, makes revisions, & approves construction plan design & estimates for conformance with the Federal Highway Administration (FHWA) regulations & design criteria; arranges & conducts on-site field & office checks (F&OC) for warning device projects, reconstruction projects & closure projects. Coordinates with railroad company regarding necessary changes to plan & estimate. Obtains final plan & estimate from railroad; processes through department & FHWA for approval & construction authorization; notifies Public Utilities Commission of Ohio (PUCO) or railroad company of authorization to proceed. Monitors reconstruction, warning devices & closure projects to assure conformance with FHWA regulations & ODOT/railroad agreements. Checks final railroad bill; performs financial reviews & processes to ODOT accounting for payment. Assures accurate & timely updating of management information systems as they relate to the delivery of the program (i.e., ELLIS) & assures their business rules, policies & procedures are implemented, used, & maintained as standard business practice in their designated work environments. All engineering work is reviewed & approved by a registered professional engineer assigned by supervisor.

Drafts correspondence as necessary to respond to public inquiries regarding grade crossing improvements; responds to telephone inquiries related to grade crossing safety programs & issues. Prepares required Environmental Review packages for Consolidations projects & projects off the railroad right-of-way, including participation in & analysis of public input.

Acts as liaison between railroad companies & other ODOT personnel, local governments, constituents, etc. on grade crossing improvement projects & safety issues to ensure projects follow all MUTCD requirements, proper construction techniques & the approved plan & estimate. Assists Administrative Officer 2 in negotiation of agreements with the railroad companies & local governments for grade crossing improvement projects; prepares & processes agreements. Obtains & monitors consent legislation with local governments for grade crossing improvement projects. Works in conjunction with District Rail Coordinators to coordinate with ODOT District offices to obtain candidate projects for crossing improvements; secures & analyzes date from railroads, other Bureaus of ODOT, & local governments needed to program an improvement project; selects grade crossing for improvement in conjunction with Federal Highway Administration (FHWA) regulations.

Maintains database programs on Sections' computer; utilize utility programs to generate periodic reports for Central Office & District personnel. Prepares detailed analysis of railroad corridors for rail segment improvements. Approves all change orders or modifications to plans & estimates during construction phase.

Other duties as assigned (e.g., attends meetings, training sessions, &/or conferences for Administrative Officer 2; performs administrative review of railroad exceptions to audit findings; answers Divisions' telephone calls, makes copies & faxes).

Qualifications

7 yrs. trg. or 7 yrs. exp. in engineering related technical experience in simple & standard construction/rehabilitation/maintenance projects or planning & design of simple & standard civil engineering projects or materials testing, with experience to be commensurate with positions to be filled. -Or completion of associate degree program in engineering technology; 5 yrs. engineering related technical experience in simple & standard construction/ rehabilitation/maintenance projects or planning & design of simple & standard civil engineering projects or materials testing, with experience to be commensurate with position to be filled.

-Or 2 yrs. exp. as Transportation Technician 1, 85873, with experience to be commensurate with position to be filled.

-Or equivalent of Minimum Class Qualifications For Employment noted above.
