Official Position Description:
In the Office of Systems Planning & Program Management, acts as Highway Safety staff specialist (i.e., develops & evaluates plans & criteria for variety of highway safety projects, needs, assessments, & activities to be carried out by ODOT Districts; reviews District safety performance measures to assure safety compliance; develops tools & templates for districts to more efficiently & effectively perform safety studies & improvement evaluations; reviews engineering countermeasures installed & programmed based on the district safety work plan to ensure accuracy & completeness). Evaluates the Highway Safety Manual (HSM) & AASHTOWare Safety Analyst program & recommends revisions/changes (e.g., develops & implements ramp inventory elements; creates & manages regional calibration factors & proportional tables using computer & related software (e.g., Microsoft Power BI, Excel, SQL Server Management Studio, Hummingbird BI); reviews safety projects, safety applications, & project plans for proposed countermeasures). Develops, manages, & coordinates safety data systems to maintain compliance with federal mandates related to the Model Inventory of Roadway Elements (MIRE) Fundamental Data Elements (FDEs). Maintains & coordinates United States (US) & State Bike Route network & inventory elements to obtain AASHTO designation. Conducts quality assurance reviews & signs plans &/or other engineering documents as a registered professional engineer.
Utilizes computer & related software (e.g., Microsoft Power BI, Excel, SQL Server Management Studio, Hummingbird BI, ESRI ArcGIS, GIS Crash Analysis Tool) to complete reports for Federal Highway Administration (FHWA) & compute Highway Safety Improvement Program (HSIP) analysis; ensures reports comply with current changes & updates to reporting requirements. Develops Strategic Highway Safety Plan (e.g., analyzes safety data & safety priority locations & methodologies; ensures methodologies utilized comply with FHWA requirements). Performs systems condition analysis & funding needs assessments for Safety Program; performs crash analysis (e.g., tool management, systems development & maintenance) & delivers related tool training. Utilizes computer & related software (e.g., ArcGIS) to perform complex spatial analyses for various safety program requirements.
Serves as representative for & advises Metropolitan Planning Organizations (MPOs), other state, local & federal agencies regarding highway safety related projects; presents on projects to educate/train end users. Utilizes computer & related software (e.g., ArcGIS, Graphical Query Language (GQL), Microsoft Excel) to prepare reports (e.g., planning reports, ad hoc queries, & analysis) for districts, FHWA, county engineers, MPOs, communications, & external customers. Attends meetings, conferences, &/or workshops on related topics.

Qualifications
Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as group or project leader providing work direction & training to engineering technicians &/or lower-level engineers or 12 mos. exp. in conducting engineering related research (i.e., conducting engineering related research only applies to staff specialist positions); if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver's license.
-Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as Transportation Engineer 2, 85642; if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver's license.
