Official Position Description:

In the Division of Construction Management, Office of Contract Sales & Estimating, independently manages complex projects to prepare estimates for a variety of construction projects (e.g. guardrail upgrades, 2-lane resurfacings, culvert replacements); applies historical-based &cost-based estimating methods. Determines time requirements for construction activities for cost-based estimates (e.g., concrete form work, structural steel weights, reinforcing steel quantities, maintenance of traffic). Uses computer & related software (e.g., American Association of State Highway & Transportation Officials' (AASHTO's) information system (i.e., AASHTOWare Preconstruction), Microsoft Excel) to prepare cost estimates & analyze data. Develops cost estimating methods for project-specific conditions; identifies plan errors, & resolves issues with district personnel. Performs bid analyses to identify mathematically & materially unbalanced bids, front-end loaded bids, bid rigging, price fixing, & plan error exploitation. Evaluates change orders submitted by district offices to determine pricing. Reviews value engineering change proposals to calculate a guaranteed minimum savings. Confers with supervisor or higher-level engineer regarding results of estimate & bid analyses &/or unusual or complex problems.

Attends workshops, participates in training to understand current construction practices &/or new products. Travels as needed to observe field operations & gain insights into practical application of construction methodologies as it relates to field operations. Performs other work-related duties as assigned (e.g., develops content for the Department's intranet & internet pages)

Qualifications
Bachelor's degree in engineering; valid certificate as Engineer-In-Training issued or accepted as equivalent by Ohio Board of Registration for Professional Engineers & Surveyors; 2 yrs. engineering related experience.

-Or Valid certificate as Engineer-In-Training issued or accepted as equivalent by Ohio Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as Transportation Engineer 1, 85641.

-Or equivalent of Minimum Class Qualifications For Employment noted above may be substituted for the experience required, but not for the mandated registration.
