What You'll Do:

This position works under the direction of the IOP Technical Administrator and requires considerable experience and knowledge of both Identity and Access Management architecture, principles, and standards as well as technical operations management and support. This position is responsible for operational ownership across the OH|ID technical components (IBM ISIM/ISVG, IBM ISV, OHID custom applications). Primary focus of this position will center on stabilization, continuous improvement, and steady-state operations of this core enterprise capability. This position will require experience with incident and problem management, customer relationship management/engagement, issue escalation management, and operational incident support. This position is heavily customer-facing and focuses on customer satisfaction within operations of the enterprise IOP technology applications and services.

Job duties include:

Identity User Lifecycle Management Operations Management and Support

• Responsible for user lifecycle management within the State of Ohio employee workforce as dictated by HR events (hires, transfers, terminations, etc.), including administrative and non-user accounts (i.e. test, device, training accounts)

• Responsible for managing, monitoring, and maintaining stability/operations of identity integrations between both HR (OAKS) and ISD (Active Directory) through IOP's OH|ID Identity Management capability.

• Familiar with configurations in Active Directory that impact user lifecycle with IOP's identity environment.

• Works in close coordination with Active Directory and OAKS teams on continuous configuration and application changes to mitigate impact and ensure steady-state services.

• Responsible for providing oversight, guidance, and direction of user-lifecycle focused operational resources.

• Collaborates with IOP Managed Services Provider to ensure efficient and acceptable support levels as defined by contract.

• Assists in vendor management with IOP's identity application and service vendors

• Responsible for various aspects of infrastructure management including implementation, maintenance, performance monitoring and capacity planning, troubleshooting, and support.

• Assists in root problem resolution for Identity Management infrastructure and integrated applications when repeated and critical issues arise.

• Assist in the support of other Identity Management infrastructure services/technologies as necessary.

• Engages with agency customers to address issues, or guide in onboarding agency applications and services to OHID.

Identity User Lifecycle Service Manager:

• Reviews and provides feedback on all changes that impact the IOP OHID/Identity capability

• Serves as primary functional/subject matter expert for the Identity and Access Management (IAM) tools and ancillary custom OHID products

• Provides technical advice/guidance and gives technical direction to team members

• Balances technical work assignments, team members' technical skills and project /engagement / proposal risk while providing technical guidance to newer or less experienced team personnel

• Provides detailed technical knowledge of complex hardware and software solutions across multiple platforms, processes, and architectures pertinent to the IOP OHID/Identity capability

• Demonstrates advanced understanding of business processes, internal control risk management, IT controls and standards

• Develops and maintains Identity and Access Management architecture, standards, and opportunities for continuous improvement

• Support of day -to-day maintenance and operations management for IOP OHID/Identity capability.

• Reviews all impacting changes deployed are in compliance with IOP development and operations standards

• Reviews all impacting changes deployed do not negatively impact core OHID function

• Engages with OISP and OIT to meet enterprise identity requirements

Qualifications

Minimum Qualifications:

8 1/2 years (102 mos.) exp. commensurate with job duties to be performed & knowledges & skills required as outlined in approved position description on file for position to be filled as advertised in job posting; 18 months exp. in performing project management functions as defined in series purpose.

-Or completion of undergraduate core coursework in computer science, or completion of undergraduate core coursework in any academic major which included at least one course in each of the following: advanced-level computer programming language (for example, COBOL, Delphi, Java, Powerbuilder, Visual Basic, Pl 1, SAS PCS, Pacbase, Full Visual Suite, Designer 2000, Developer 2000, C, C++, Visual C, ECL, or Visual Studio), logic-based mathematics, data base concepts (for example, Oracle, Microsoft Access, Paradox, Sybase, IMS DB, DB2, Cache, DMS, or RDMS), computer systems analysis & design, & basic data processing concepts; additional 6 1/2 years (78 mos.) exp. commensurate with job duties to be performed & knowledges & skills required as outlined in approved position description on file for position to be filled as advertised in job posting.; 18 mos. exp. in performing project management functions as defined in series purpose.

-Or 12 mos. exp. as Information Technology Supervisor 3, 64119, or equivalent. Or in offices of statewide information technology policy & planning, positions require completion of undergraduate core coursework in computer science, or completion of undergraduate core coursework in any academic major which included at least one course in each of the following: advanced-level computer programming language (for example, COBOL, Delphi, Java, Powerbuilder, Visual Basic, Pl 1, SAS PCS, Pacbase, Full Visual Suite, Designer 2000, Developer 2000, C, C++, Visual C, ECL, or Visual Studio), logic-based mathematics, data base concepts (for example, Oracle, Microsoft Access, Paradox, Sybase, IMS DB, DB2, Cache, DMS, or RDMS), computer systems analysis & design, & basic data processing concepts; 3 yrs. exp. in utilizing word processing software; 3 yrs. exp. in utilizing internet browser(s) for research; 54 mos. exp. which included following: knowledge of information technology architecture components, developing information technology strategic plans, preparing & making presentations/public speaking, writing information technology related policy & procedures, preparing & monitoring budget, providing cost & resources estimates, & contract management; 2 yrs. exp. in utilizing e-mail system; 18 mos. exp. in project management or lead role on information technology project;12 mos. exp. in utilizing spreadsheet software; 12 mos. exp. as Information Technology Supervisor 3, 64119, or equivalent.
