Job Summary

USA DeBusk is rapidly expanding and seeking a motivated and experienced Commercial Analyst to perform estimating and maintain contracts, bids, and proposals that meet specifications and comply with all policies and regulations and assist in winning new business. The ideal candidate should be excited about the opportunity to identify, pursue and capture new business and implement continuous improvement opportunities. The candidate should have several years of experience in financial management of projects, assembling bids, negotiating, and reviewing contracts. Occasionally directed in several aspects of the work. This role will report directly to the Commercial Manager and work within a cross-functional team with a variety of skills and experience, as well as collaborating with Senior Leadership, all departments, and Subject Matter Experts (SME's).

Key Functions
  • Assist in the initial review of RFQs and the bid/no-bid decision making process based on evaluation of technical/commercial terms and risks/opportunities.
  • Develop standard estimating and bidding templates which include rates, standard costs, service line mix and estimated margins.
  • Develop accurate cost estimates based on costs for labor, owned equipment, rental equipment, and material costs. Formulate major project win strategies with Sales personnel through use of customer needs assessment, alternative pricing, and other innovative ideas and programs.
  • Draft high-quality proposals, assist with the bid review approval process and submittal of all documentation to meet the customers' requirements in the bid process.
  • On a perpetual basis monitor existing MSAs for major customers and formulate pricing strategies which improve profitability. Review base wage costs and labor models, monitor diesel fuel costs and other consumable material costs to request increases as needed.
  • Work with the USAD internal Legal Council on completing and executing contracts. Identify appropriate contract commercial terms including pricing, payment, indemnification, consequential damages, warranty and other critical language and terms that assist in providing USAD with a competitive advantage and mitigating risk.
  • Work with Senior Leadership to develop sales forecasts, bid and master proposal tracker/log and win/loss ratios.
  • Update the Refinery Market Share document on a bi-annual basis and disseminate it to Senior Leadership.
  • Work with the Accounting Department to monitor and control billing leakage and margin enhancement.
  • Any other tasks as assigned.


Job Requirements
  • BBA in business field required - MBA preferred.
  • 5+ years industrial cleaning, refining, and petrochemical industry experience
  • Strong written communication and analytical skills
  • MS Excel, Word, PowerPoint, Ariba, email and database experience
  • Some travel and customer site visits may be required.


Pay Range: $80,000 - $100,000 per year
