Summary

This position is with the 147th ATKW Medical Group in Ellington Field JRB, Houston, TX. The purpose of this position is to provide a professional Industrial Hygienist to plan, schedule, execute, manage, and administer the installation-wide Industrial Hygiene/Bioenvironmental Engineering Program (IH/BEE), which includes occupational health/industrial hygiene, radiation safety, and environmental monitoring to maintain and promote the health and well-being of military and technician personnel.

Duties

As a INDUSTRIAL HYGIENIST (TITLE 32) with the Texas Air National Guard, your duties will include, but will not be limited to:
  • As an Industrial Hygienist, ensures statutory and regulatory compliance with applicable Occupational Safety and Health Administration (OSHA) and Air Force Occupational Safety and health (AFOSH) directives and regulations. Acts as the technical expert and advisor to Wing leadership on all issues pertaining to the above directives. Serves as an expert advisor concerning OSHA, the Environmental Protection Agency (EPA), Nuclear Regulatory Commission (NRC), and US Air Force on installation health matters such as, (a) health hazard identification, evaluation and abatement; (b) workplace surveillance, (c) medical-legal documentation, (d) asbestos abatement, (e) lead based paint, (f) ionizing and non-ionizing radiation, (g) Thermo Luminescent Dosimetry (TLD), (h) air emissions, (i) drinking water, (j) wastewater discharges, (k) hazardous wastes, (l) Agency for Toxic Substances and Disease Registry (ATSDR) activities, (m) pesticide use, (n) environmental noise, (o) environmental assessment, (p) environmental sampling, and (q) other environmental monitoring.
  • Researches industrial operations and develops, implements, and executes surveillance strategies, inspections and evaluations of operational facilities and various activities to detect and eliminate health hazards.
  • Determines and assigns Risk Assessment Code (RAC) to health hazards.
  • Reviews plans for new and existing facility construction projects. Ensures applicable OSHA, AFOSH, and EPA criteria are incorporated and notes where deficiencies are, recommending appropriate changes to facilities environments that would assure integration of occupational/environmental health and industrial hygiene controls to prevent adverse health and environmental impact.
  • Manages and assesses installation environmental sampling, analysis and monitoring requirements, and performs ambient, source and substance tests and monitoring.
  • Serves as the installation point of contact and coordinator for Agency Toxic Substances and Disease Registry (ATSDR) activities, including assembling and maintaining an inventory of information sources and documents, providing information and expert advisory services relative to ATSDR health assessments/risks, and preparing related correspondence and reports.
  • Develops, implements, and manages the Federal Hazard Communication Standard as mandated by OSHA. Interprets Material Safety Data Sheets (MSDS) for employees, management and other health professionals, and maintains the base master MSDS file.
  • Authorizes, reviews, and validates new hazardous material issued on AF Form 3952, Chemical Hazardous Material Request/Authorization.
  • Serves as the competent authority on radioactive material on base, controlling management of these materials from receipt to disposal.
  • Serves as the Base Radiation Safety Officer for Radio-Frequency radiation, ionizing radiation, and laser radiation.
  • Serves as the program manager that ensures installation compliance with OSHA confined space standards.
  • Researches, formulates, and implements workplace air sampling strategy; performs air sampling surveys and evaluates results.
  • Conducts noise surveys before commencement of new operations or work processes, when notified that operations/processes have changes, or on a periodic basis.
  • Directs the base Respiratory Protection Program (RPP) in accordance with AFOSH Standard 48-137, Respiratory Protection Program based on air sampling results and expert professional judgment.
  • Manages the base drinking water surveillance program, ensuring full compliance with all aspects of the EPA Safe Drinking Water Act (SDWA).
  • Coordinates and performs internal and external Environmental, Safety and Occupational Health audits.
  • Reviews and provides input to the installation Environmental Engineer regarding federal and state environmental permit applications.
  • As a member of the Environmental Differential Pay (EDP) review Committee, evaluates proposed EDP situations for degree of health risk and functions as the technical expert on availability and soundness of protective equipment or clothing.
  • Manages the base Quantitative Fit Test (QNFT) program. Identifies, tests, and trains base personnel requiring the issue of chemical warfare gas masks.
  • Maintains regulations, standards and manuals; writes supplemental guidance to ANG and AF directives; prepares correspondence and a variety of reports relative to the local IH/BEE program.
  • Serves as advisor to state occupational safety and health councils, member/advisor on management boards and committees concerning industrial health and bioenvironmental issues.
  • Develops, writes, schedules, and implements the training plans for subordinate employee(s).
  • Plans and organizes the work of subordinates.
  • Performs other duties as assigned.

SPECIALIZED EXPERIENCE:


To qualify at the GS-11 grade level, your resume must include relevant experience with beginning and ending dates of employment experience reflecting at least:

At least one year specialized experience equivalent to the next lower grade (GS- 09). Qualifying experience may have been obtained in field, laboratory, engineering, or other environment if the work provided a means of obtaining a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls. Such work must have involved experience in all of the following areas: the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment.

Do you have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree?

Education

Basic Requirement: Must meet one of the following requirements. Applicant must submit substantiating documents for verification of this required education and/or experience.
  • 1) A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; or, A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; or, Certification from the American Board of Industrial Hygiene(external link) (ABIH).

OR

  • 2) Combination of education and experience: at least 12 semester hours of course work in chemistry, including organic chemistry, and 18 additional semester hours as specified in A above, plus appropriate experience or additional education.

Evaluation of Education: All science or engineering courses offered in fulfillment of the below requirements must be acceptable for credit toward the completion of a standard 4-year professional curriculum leading to a bachelor's degree in science or engineering at an accredited college or university.

Evaluation of Experience: Qualifying experience may have been obtained in field, laboratory, engineering, or other environment if the work provided a means of obtaining a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls. Education Requirements: In addition to meeting the basic entry qualification requirements, applicants must have specialized experience and/or directly related education.
