Transfer:
For 52.6 and/or 70.1 transfer to an Information Technology Specialist 4 (Systems Programming), salary grade (SG)-25, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-23 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description • Install, configure, and support enterprise operating systems including, but not limited to, UNIX, Linux, IBM z/OS, and IBM AS/400 running on x86, IBM pSeries, and zSeries hardware platforms.
• Install, configure, and support 3rd party server infrastructure software.
• Assist in the development of, and adherence to, all ESS technical procedures.
• Monitor and respond to support tickets in a timely manner.
• Create and manage shell scripts for automated tasks.
• Provide non-business hours support including scheduled maintenance outages, rotating standby roster, and emergency production outages.
• Create, monitor, and review reports each day for server status, escalating to the supervisor or manager when appropriate.
• Monitor resource utilization of servers running on x86, IBM pSeries, and IBM zSeries hardware platforms.
• Ensure that upgrades, patches, and remediation of vulnerabilities are performed on regularly scheduled intervals.
• Provide professional support while interfacing with coworkers, other technical teams, vendors, and customers.
• Provide oversight and supervision to ensure the maintenance and support of enterprise operating systems.
• Direct and supervise staff including, but not limited to, communicating objectives and expectations, allocating resources, assigning tasks and projects, reviewing progress and deliverables, and providing constructive feedback.
• Develop training plans and provide staff with training opportunities appropriate to their level of expertise including on-the-job training, vendor sponsored events, and formal outside training.
• Perform all administrative duties including, but not limited to, development and completion of comprehensive performance programs/evaluations, review of timecards, and telecommuting journals, etc.
• Handle personnel and performance issues in a timely manner and with discretion.
• Research and plan the maintenance process according to installation guidelines.
• Communicate outage information to impacted customers.
• Troubleshoot problems collaboratively with coworkers and other technical teams.
• Write and maintain documentation including infrastructure diagrams, troubleshooting articles, and upgrade plans.
• Develop and maintain recovery procedures.

Additional Comments Knowledge, Skills and Abilities:
• Demonstrated experience with Operating Systems (more than 2 years to 5 years).
• Demonstrated experience with Operating Systems including, but not limited to, UNIX, Linux, IBM z/OS, and AS/400.
• Demonstrated experience in supervision.
• Demonstrated experience with shell scripting.
• Demonstrated troubleshooting ability.
• Demonstrated ability to multitask and work independently.
• Demonstrated ability to work effectively in high demand situations.
• Strong verbal and written communication skills.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee's duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
