Summary

As an Information Technology Specialist / Senior Business Relationship Manager, you will support a broad range of strategic business relationship management services to one or more business lines.

This position is located in Customer Experience & Relationship Management, Information and Technology Services. Only one position will be filled in one of the locations.

Duties

As an Information Technology Specialist (Senior Business Relationship Manager), you will:
  • Operate as the connector between customer business requirements and IT delivery and implementation to meet expected customer business outcomes in support of the OCC mission.
  • Communicate and work with Senior Manager and Executives involving complex or technically detailed issues requiring negotiation, formal presentations, and/or persuasion to drive to decisions and compromises that achieve resolution consistent with the OCC's goals and priorities.
  • Serve as a strategic partner to assigned business customer(s) and the ITS organization to achieve business value and improved service delivery.
  • Build and maintain strong relationships and strategic partnerships with senior-level business partners and IT partners. Assertively build rapport and trust, has strong communication and reasoning skills, dynamically finds alternate solutions, and conveys positive energy.
  • Apply the core elements oft he agency strategic plan and the he business and strategic operating models of assigned business unit(s) to technology demand shaping, value roadmapping, IT work request ideation, and technology business case development activities.
  • Apply Business Capability Road-mapping techniques to partner with senior members of the assigned lines of business and senior members of the IT delivery teams to ensure the convergence of the business capability roadmaps and the technology roadmaps into an actionable, multi-year investment strategy for delivery of technology services to achieve the strategic and operating plan objectives of the assigned lines of business. Ensure that business value for all IT delivery efforts is defined, realized, optimized, and recognized.
  • Lead business case development in the request of enhancement or new technology requirements working with both the business and IT partners to develop sound business cases to support decision making through the lifecycle of the budget process. Facilitate the technology budget formulation and execution process through business relationship manager activities throughout the lifecycle of IT product development and delivery.

This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.

  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Travel occasionally to attend conferences and/or training.
  • Obtain and use a Government-issued charge card for business-related travel.
  • File an OCC Financial Disclosure Form.
  • Complete a financial disclosure review and resolve any ethics issues.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-V band level or GS-13 grade level in the Federal service. Examples of specialized experience for this position include:

  • Providing technical guidance in setting technology enhancements and identifying new IT products based on business needs. AND
  • Identifying and resolving IT challenges or matters that cross organizational, functional, or disciplinary boundaries in order to identify solutions that impact the agency strategic objective or IT service delivery.


The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
