We are seeking an accomplished, self-motivated, result-driven District IT Manager to lead our team of IT professionals. The ideal candidate is a highly motivated and seasoned manager with a proven track record of directing staff, mentoring junior team members, and driving large-scale IT projects to success. What you will be doing:

As the District IT Manager, you will provide strategic leadership and direction to the IT team, overseeing the planning, design, development, and implementation of technology solutions that drive business results and support ODOT's organizational goals. You will manage and mentor IT staff, setting goals and expectations, evaluating performance, and conducting regular team meetings to ensure high-quality service delivery.

You will develop and manage departmental and project budgets, tracking expenses and ensuring cost-effectiveness of IT initiatives. You will also lead project management efforts, developing work plans, schedules, and resource allocation plans to ensure timely completion of IT projects, and sharing updates with stakeholders.

As a liaison between business units and IT staff, you will identify and forecast technology needs, developing and implementing strategic plans that align with business objectives. You will communicate technical information to non-technical stakeholders, ensuring that IT initiatives meet business needs and that stakeholders are informed of project progress and outcomes.

Additionally, you will assist in establishing IT contingency plans in the event of an emergency or district-wide network/communication outage, and communicate IT standards, policies, and procedures to protect the organization's data and systems from cyber threats. You will stay updated on industry trends, emergency technologies, and best practices, promoting compliance with IT security measures, regulations, and standards. You will also identify opportunities for growth and innovation, assessing the organization's technology needs and planning for future development.

Official Position Description:

Supervises information technology staff whose primary duties involve writing, analyzing, & designing computer programs &/or systems for minicomputer &/or monitoring & maintaining minicomputer control processing unit operations to ensure ODOTs system/servers function appropriately for the enterprise. Serves as liaison between business units & IT staff to ensure technology needs are identified, forecasted & supported. Assists with establishing IT contingency plans in the event of an emergency or district wide network/communication outage. Communicates IT standards, policies & procedures to protect ODOTs data/systems from cyber threats. Coordinates with the Chief Information Officer (CIO) to develop & execute strategic plans for IT that align with business objectives. Uses information from work plan projects & other forecasted needs to develop the IT budget. Communicates with senior leadership, department/county heads, & end-users relaying technical concepts in easily understood terms for non-technical users.

Develops & manages department/project budgets, tracks expenses, & ensures cost-effectiveness of IT initiatives. Manages & mentors IT staff (e.g., sets goals & expectations; evaluates performance) in line with ODOTs strategic objectives. Conducts regular IT staff meetings. Develops work plans to track projects & schedule resources with IT staff to ensure timely completion of IT projects; shares updates with stakeholders. Identifies problems, analyzes root causes, & implements viable solutions to minimize disruption to the organizations operations. Identifies maintenance tasks & when possible, communicates outages in advance with IT staff, district staff, & organization.

Identifies technology trends, assesses the districts needs, & plans for growth & innovation. Stays updated on industry trends, emergency technologies, & best practices. Promotes compliance with IT security measures, regulations, & standards.

Qualifications

6 1/2 years (78 mos.) exp. commensurate with job duties to be performed & knowledges & skills required as outlined in approved position description on file for position to be filled as advertised in job posting; 6 months exp. in performing project management functions as defined in series purpose.

-Or completion of undergraduate core coursework in computer science, or completion of undergraduate core coursework in any academic major which included at least one course in each of the following: advanced-level computer programming language (for example, COBOL, Delphi, Java, Powerbuilder, Visual Basic, Pl 1, SAS PCS, Pacbase, Full Visual Suite, Designer 2000, Developer 2000, C, C++, Visual C, ECL, or Visual Studio), logic-based mathematics, data base concepts (for example, Oracle, Microsoft Access, Paradox, Sybase, IMS DB, DB2, Cache, DMS, or RDMS), computer systems analysis & design, & basic data processing concepts; additional 4 1/2 years (54 mos.) exp. commensurate with job duties to be performed & knowledges & skills required as outlined in approved position description on file for position to be filled as advertised in job posting.; 6 mos. exp. in performing project management functions as defined in series purpose.
