The Division of Personnel Management, Bureau of Human Resources Region 2 (DOC), is seeking to fill an Institution Human Resources Director position at either the entry or Advanced level. This position is located at Oshkosh Correctional Institution in Oshkosh, WI.

Position Summary

Under supervision of the Human Resources Supervisor with day-to-day supervision by the institution Warden, this position performs highly responsible personnel management work in administration providing expertise and leadership in the employment relations and personnel functions of the institution. Major goals of this position include administration and coordination of employment relations, position classification, staffing, compensation, payroll and benefits, supervisory training, equal employment opportunity and other personnel related programs, as well as supervision of Human Resources (HR) staff.

Oshkosh Correctional Institution (OSCI) is a medium security institution with approximately 500 employees with this position having direct responsibilities for all of these employees. This position has been downgraded with the expectation that the incumbent may be reclassified to the objective level of Institution Human Resources Director-Advanced with demonstrated experience in performing duties at the higher level and upon assurance that all training and other requirements have been met in accordance with administrative rules and the classification specifications.

Salary Information

This position is in pay schedule and range 81-04 at the entry level and 81-03 at the Advanced level with a starting pay of $36.17/hour - $44.33/hour. Pay will be set in accordance with the Compensation Plan and Wisconsin Administrative Code in effect at the time of hire. A 12 month probationary period is required.

Job Details

Applicants must be legally authorized to work in the United States (i.e. a citizen or national of the U.S., a lawful permanent resident, or an alien authorized to work in the U.S. without DOC sponsorship) at the time of application.

The Department of Administration will conduct criminal background checks on applicants prior to selection. Upon hire, all new DOA employees in Region 2 are subject to fingerprinting.

This position may telecommute one day per week.

Qualifications

Minimally qualified applicants will have experience:
  • Performing employee relations functions (e.g. conducting or providing consultation on employee investigations, administering employee discipline, etc.)
  • Performing staffing and recruitment activities (e.g. posting jobs, coordinating interviews, compensation determination, etc.)
  • Performing supervision or lead-worker activities (e.g. assigning/directing work, training, etc.)
  • Using a human resources information system (HRIS)

In addition to meeting the minimum qualifications above, qualified applicants at the Advanced level will have experience:
  • Coaching or advising management or supervisors on effective employee performance techniques (e.g. SMART goals, coaching, etc.) or strategies for managing employee/supervisor conflicts
  • As a formal supervisor or manager performing tasks such as hiring, conducting performance evaluations, delegating tasks, etc.
