Major Duties :
  • Serves as Training Instructor and consultant in the field of health and fitness training for the FBI Academy with responsibility for providing instruction to federal, state, and local, and international law enforcement agencies and employees.
  • Specialized Surveillance group and in-service personnel; Remedial Physical Training and assessment program for New Agent Trainee; and Fit Challenge program for the National Academy.
  • Provides instruction by means of demonstration or classroom lectures, and/or practical exercises. Utilizes a variety of visual, training aids and devices to illustrate and demonstrate course work.
  • Independently, develops course material and conducts training related to health and fitness programs. As required, modifies and adapts presentation course materials, emphasis to be given to certain topics, and training aids in order to accommodate the needs of individual groups
  • Conducts necessary research in order to select, organize, and adapt information obtained in development and revision of the subject matter content of course being taught..
  • Attend seminars, conferences, and courses as an instructor or student to stay abreast of current fitness trends in order to present information to the requesting organization.
  • Develops and maintains a comprehensive collection of training materials and training aids. .Prepares memoranda or other appropriate documentation concerning student progress or performance problems. Program Manage one PTU program such as Basic, Physical and Tactical Fitness programs.

Basic Requirement::
Applicants must meet the Basic Requirements
  1. Degree: that included or was supplemented by major study in education or in a subject matter field appropriate to the position.
Or
  1. Combination of education and experience - courses equivalent to a major in education or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4 year course of study described in A above.

Master's Degree - lead instructor for the National Academy required to have a master's degree in a field related to health and fitness in order to become a adjunct professor with the Univ. of VA.
Specialized Experience (SE):
GS 14: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-13 grade level. SE is defined as follows:
• Demonstrate the ability to coordinate, deliver, develop, and design accredited instruction at the upper division, graduate and under graduate level on all aspects of a subject.
• Knowledge of instructional techniques and administrative policies and regulations applicable to FBI training programs,
• Knowledge of a variety of instruction methods and principles to direct students in the full range of learning experiences
• Knowledge of writing techniques, proper vocabulary, grammar, and spelling. Skill to verbally communicate with internal and external sources.
• Ability to lead and provide guidance to obtain support from others in order to accomplish work responsibilities.
Education:
Education cannot be substituted for Specialized Experience at the GS 13 grade level..

  • Required Leadership Training: All FBI supervisors promoted after January 2013 are required to attend and complete the Training Division's Leading People course before the expiration of their probationary period. Employees who previously attended the Leadership Seminar are not required to attend Leading People. Leading People, a four day course, will help prepare supervisors for the leadership challenges specific to their new roles. Leading People will be held at the Center for Leadership Excellence at the FBI Academy in Quantico, VA. After selection, supervisors will need to register for the Leading People Course in Virtual Academy.
  • Limited Movement: Policy has been implemented wherein support employees entering a position through a competitive OR non-competitive action may be precluded from moving to another position within the Bureau by means of reassignment or change to lower grade for a minimum of 12 months.
  • Probationary employees are precluded from being considered for all job opportunities until 12-months of their two-year probationary period has concluded. Probationary employees may be considered for competitive vacancies that are advertised within their respective division or field office after serving 90 days within the FBI.
  • Candidates will not be considered if currently on a Performance Improvement Plan (PIP); a Letter of Requirement (LOR); or have failed a PIP or LOR and are currently awaiting the final action by HRD.
a. A Performance Improvement Plan (PIP) is a 90-day written developmental plan for an employee whose performance on one or more critical elements is rated "Inconsistent."
b. A Letter of Requirement (LOR) is issued when a supervisor identifies leave abuse and/or when frequent absences negatively impact operations of an office.
  • Relocation expenses will be borne by the selectee, except FBI employees returning from LEGAT assignment. Employees returning from LEGAT assignments must advise the Staffing Unit, Administrative Unit, and the international Operations Unit of their application to apply.
  • Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one year commitment to the assignment, prior to moving to a new position at the FBI. The 12-month waiting period begins the day an employee reports for duty at the new location.

  • Employees selected for promotions at the GS-12 level or higher, as well as employees selected for positions where a transfer of location is required, will be processed through the name check program prior to being notified of their selection.
  • Memorandum for Record: Work performed outside assigned duties (that would not normally be documented on a SF-50, i. e., back-up duties), has to be documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position. If no documentation is furnished no credit will be given for time worked in that position. The following notations must be specified in the documentation (Memorandum for Record):
a. Percent of time worked in the particular position (cannot conflict with main duties)
b. The month/year work began
c. Frequency worked (i.e., daily, monthly, etc.)
d. Specific duties performed
