ABOUT THIS POSITION
The City of Phoenix Water Services Department, one of the nation's largest potable water utilities, treats and delivers safe, reliable drinking water to 1.5 million customers across approximately 540 square miles. Phoenix Water Services also manages the sewer collection system and treats wastewater for 2.5 million residents in metropolitan Phoenix.
The Water Services Department is seeking to fill multiple openings for the Instrumentation & Control (I&C) Specialist classification. This classification performs skilled work in the installation, maintenance, calibration, and repair of all types of electronic instruments and automatic process control equipment used in a water/wastewater treatment system. Examples include, but are not limited to, ultrasonic metering devices, remote terminal units, laboratory analytical equipment, and a wide variety of electronic measuring instruments.

The Water Services Department is seeking to fill multiple openings for the Instrumentation & Control (I&C) Specialist classification. This classification performs skilled work in the installation, maintenance, calibration, and repair of all types of electronic instruments and automatic process control equipment used in a water/wastewater treatment system. Examples include, but are not limited to, ultrasonic metering devices, remote terminal units, laboratory analytical equipment, and a wide variety of electronic measuring instruments.
Additional duties include:
- Evaluating the utility and condition of electronic systems and equipment such as, alarm, life safety networks, building automation, and carbon monoxide measuring and alert systems.
- Checking equipment, including test instruments, used for preventative maintenance and to ensure compliance with EPA requirements for potable water. Instructing and providing on-the-job training on instrumentation equipment and maintenance for peers, I&C apprentice employees, and Operations/Maintenance staff.
IDEAL CANDIDATE
- Knowledge of:
- Electrical safe work practices.
- Programmable Logic Controllers and peripheral equipment.
- Specifications such as Proportional-Integral-Derivative (PID) loop diagram, electrical schematics, mechanical diagrams, one-line diagrams, and blueprint interpretation.
- Electrical theory, electrical components, temperature detection circuitry, pressure detection circuitry, level detection circuitry, flow detection circuitry, hydraulics, and position indication circuitry.
- Ability to:
- Move objects weighing up to 50 pounds.
- Bend or stoop repeatedly or continually over time to repair equipment.
- Lift arms above shoulder level to repaid equipment.
- Climb ladders or steps to access equipment in confined spaces.
- Work in a variety of weather conditions with exposure to the elements to maintain equipment.
- Willingness to:
- Work irregular hours, shifts, weekends, holidays, and evenings.
- Work a stand-by rotation by the end of the probationary period.
- Direct and provide on-the-job training on instrumentation equipment and maintenance for peers, I&C apprentice employees, and Operations/Maintenance staff.
SALARY
Pay Range: $28.86 to $42.64 per hour.
Hiring Range: $28.86 to $35.08 per hour.

- Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

MINIMUM QUALIFICATIONS
- Three years of experience in the maintenance and repair of analog and digital industrial control equipment, industrial electronics and test equipment or computer and peripheral equipment.
- An Associate's degree in electronics may substitute for a maximum of one year of experience.
- Other combinations of experience and education that meet the minimum requirements may be substituted.

- These positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Completion of an accredited electronics program, technical school degree, AA in electronics, or equivalent military training.
- Experience in/with:
- Basic chemistry.
- Fluid flow concepts.
- Process control circuits.
- Automation, process/motor controls.
- The application of NFPA 70E and OSHA guidelines.
- Calibration or maintenance of electronic flow, level, or pressure equipment.
- Troubleshooting, inspecting, analyzing, and repairing electrical/electronic systems.
- Reading, understanding, and interpreting blueprints and schematics.
- Use of multimeters for checking AC/DC and analog (4 to 20 mAmp) signals, and the applicable safety requirements.
- Use of technology (such as WAM, SAP, and Oracle) to monitor workflows and manage assets.
