Summary

This position is located in the Department of Homeland Security, Office of Intelligence and Analysis, Deputy Under Secretary for Analysis. Incumbent is responsible for leading a team of Intelligence Analysts in the production of finished intelligence. They mentor and develop junior analysts, maintain subject matter expertise and analytic tradecraft skills, and provide substantive review of finished intelligence production. The position will serve as a team lead in the Nation State Threat Center.

Duties

MAJOR DUTIES

  • Lead analysis for team and drive production in accordance with the established I&A priorities and tradecraft standards. Performs first level review of all finished intelligence production on team focusing on the content, message, structure, and analytic tradecraft in adherence to DNI and I&A standards. Guide product conceptualization and work to mentor analysts and foster their writing and critical thinking skills. Leads and facilitate analytic tradecraft and subject matter training for the team.
  • Foster robust relationships with key state, local, tribal, territorial, private sector, and federal partners, the DHS Intelligence Enterprise, and IC counterparts. Develop relationships across I&A to inform holistic understanding of threats. Maintains feedback mechanisms to ensure mission effectiveness and satisfaction of customer requirements. Lead briefings to senior homeland security stakeholders that effectively represent team's analytic lines.
  • Maintain extended knowledge of unique DHS data and identify ways to integrate new datasets into analysis. Evaluate and develop new collection requirements for mission area and work with collectors to improve understanding and awareness of threats. Ensure that I&A reporting is used in finished products produced by team are formally evaluated and additional feedback is provided to collectors as needed to improve quality of reporting.
  • Applies subject matter expertise to identify finished intelligence needs for a wide range of DHS customers, up to and including the Secretary of Homeland Security.
  • Participates in departmental and IC presentations, briefings, and forums and serves as a DHS representative to appropriate homeland security and IC working groups, committees, and subcommittees.
  • Liaises with IC partners and DHS Components in ensuring the day-to-day collection requirements are in accordance with ODNI, IC, and DHS policies.
  • Prepares and presents sensitive intelligence briefings for DHS personnel, to include senior leadership.

  • This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.


Qualifications

QUALIFICATIONS AND EVALUATIONS

Specialized Experience:

To qualify for a GS-14 position, the candidate must possess at least three years of specialized experience in the Federal service, or comparable experience not gained through federal service; Candidates must possess certain knowledge, skills, abilities, or other characteristics to successfully perform the functions of this position.

The competencies or knowledge, skills, and abilities needed to perform this job are:
  • At least three years - experience serving as an all-source analyst; experience can be in the Federal, State and Local and, or Private Sector.
  • Demonstrated understanding of traditional Intelligence Community analytic tradecraft and principles of analytic writing
  • Expert writing, verbal communication, and critical thinking skills
  • Experience in conducting quality review of all-source analysis.
  • Sustained experience in producing formal, strategic analysis for external stakeholders.
  • Experience working Nation State Threats issues.
  • Knowledge of ODNI and IC policies regarding the management, administration, and safeguarding of classified information.
  • Experience serving as a Team Lead and interfacing with senior leadership.
  • Experience working in an intelligence operations center or similar fast paced environment.

Additional information

This is a permanent appointment position that is classified in the Excepted Service under Title 50 and will be filled on a full-time permanent basis. Employees hired under an Excepted Service appointment may be required to serve a two (2) year trial period.
