Interim Assistant Director of Public Safety & Police Lieutenant

Overview:

Reporting to the Director of Public Safety and Chief of Police, the Assistant Director of Public Safety and Police Lieutenant of Cincinnati State Technical & Community College is integral to the effective day-to-day operations of the Public Safety department. The Lieutenant supervises full and part-time officers, cultivates positive community relations with students, employees and visitors to the College, supports the professional development of public safety personnel, and serves as the Public Safety Director's designee during their absence.

Essential Duties:
  • Supervises department employees including, scheduling, leave administration, evaluations; discipline; grievance processing and contract administration.
  • Requires on-campus office or patrol related hours of at least 40 hours per week. Position ineligible for telecommuting.
  • Develop and provide relevant training and/or public education to departmental officers and the college community to ensure the safety of all personnel and operations.
  • Perform law enforcement tasks (e.g., investigations, public order maintenance) as assigned.
  • Provide administrative support of budgetary oversight, expense management, grant application and management, scheduling, lock & key procedures, video surveillance procedures, administrative and compliance reporting.
  • In collaboration with the Director & Police Chief, select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training and development.
  • Stay abreast of developments in the field of campus security, safety, crime prevention, law enforcement and emergency preparedness and serves as the campus expert in these areas. Maintain current knowledge of all Title IX and Clery Act requirements and reporting.
  • Serve as the Director's designee for the Public Safety Department with other College departments, divisions, and outside agencies including local police and fire departments; works closely with College departments and student groups to assure security and safety of campus and public activities.
  • Respond to and resolve difficult and sensitive student and citizen inquires and complaints.
  • Provide administrative support in the the preparation of required crime incident reports including monthly reports to the Board of Trustees, federal Clery Act compliance, preparation of the Annual Security Report.
  • Develop, implement and drill threat mitigation emergency preparedness strategies including emergency safety drills on a consistent and regular basis.
  • Respond to crimes in progress, emergencies, crises, etc.; determine mutual aid needs for additional police, fire and EMS personnel; oversee and participate in the patrols of buildings and grounds.
  • Provide training sessions on environmental safety topics to selected groups and/or individuals as needed.
  • Provide oversight for the identification, development and presentation of safety and crime prevention programs, training, and education for faculty, staff and students.
  • Ensure that day-to-day security, public safety functions, and new initiatives are aligned with the College's Strategic Plan.
  • Support and participate in college processes related to student behavioral intervention team(BIT), safety and security of campus facilities, training and public awareness activities for employees and students, parking services, special events and facilities rentals, etc.
  • Assist with the development of policies to address environmental safety exposure and ensure compliance with applicable codes and standards at both the State and Federal level. Work with various departments to maintain the Master Chemical List and Material Safety Data information and coordinate the removal of hazardous waste from the College.
  • Assist with the coordination of the inspection, testing and repair of all AED equipment, fume exhaust hoods, all fire suppression systems, fire alarm systems, and intrusion alarm systems at all campuses. In collaboration with the ITS Department, ensure the development, maintenance and testing of the various campus safety communication tools, including emergency notification system, emergency campus phones, building alarm systems, video surveillance systems, digital signage, and Cincinnati State website.
  • Assist with the coordination of parking policies and procedures.
  • Assist with the coordination of the College Fleet safety and maintenance programs.
  • Assist with the coordination of officer safety patrol scheduling, policies and procedures.
  • Perform related duties based on departmental need and/or other duties as assigned

Minimum Qualifications:
  • Associate degree or equivalent i.e. FBI National Academy (FBI-NA); Southern Police Institute (SPI); Police Executive Leadership College (PELC); Certified Law Enforcement Executive (CLEE); Supervisor Training and Education Program (STEP)
  • Current Ohio Peace Officer state certification or the ability to obtain within 90 days and ability to cover campus walking patrols when necessary.
  • Five (5) years of full time police experience or supervisory experience in related field.
  • Position requires on-call duty and varied schedule based on College events and staffing.
  • Familiarization with NIMS ICS.
  • Satisfactory competency in Microsoft Office suite of computer applications including Outlook, Excel, Word, and PowerPoint.
  • Availability to work weekends and/or evenings as may be needed.

Preferred Qualifications:
  • Bachelor's Degree in a relevant discipline.
  • Prior supervisory experience.
  • Law enforcement experience at an institution of higher education.
  • Experience/expertise in OSHA safety standards particularly in college/instructional setting.
  • Experience in developing, delivering training to civilians and/or law enforcement personnel.
