You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6, or 70.4 of the Civil Service Law.

For 70.1, 52.6, or 70.4 transfer to an Internal Auditor 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above. SG-14 or above for a Trainee 2, SG-13 or above for a Trainee 1, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description The incumbent of this position will be responsible for, but not limited to, the following:
• Participating on a team to examine OSC's internal control system to identify internal control gaps and assist in implementing corrective actions.
• Assisting with the Annual Internal Control Certification.
• Performing internal control reviews of OSC, OSC's divisions and bureaus.
• Updating the listing of OSC's functions, related vulnerabilities, and corrective actions.
• Assisting in compliance and other reviews for OSC in relation to the NYS Statewide Financial System.
• Providing assistance during the Tri-Annual Independent Audit.
• Assisting in the implementation and maintenance of any software or new risk assessment programs throughout the agency, including data testing, training, administration, and review of the software/program.
• Reviewing Internal Audit reports and tracking significant deficiencies and recommendations.
• Developing and creating dashboards with key performance indicators for use by the Internal Control Office and various OSC division managers.
• Researching and staying current with evolving concepts within the fields of internal control, risk management and audit.
• Participating on a team to develop and implement an entity wide fraud risk assessment process.
• Assisting with developing and maintaining communications of the Internal Control Office and Inspector General's Office; updating the Internal Control and Inspector General intranet sites, developing Internal Control Articles and Fraud Newsletters, and preparing, updating, and delivering trainings related to internal control and fraud.
• Updating policies and procedures as necessary.
• Preparing and updating various office reports and memos.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee's duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
