Principal/Essential Duties & Responsibilities
  • Review RFQs and RFPs in detail and develop comprehensive compliance/responsibility matrices to establish assignments and track progress of all required content
  • Create and maintain SOQ/proposal schedules, deliverables, and assignments
  • Work with project-specific teams comprised of individuals from marketing, design, construction, estimating, and other disciplines to deliver high-quality submittals
  • Facilitate and support various proposal and strategy meetings in conjunction with the Proposal Manager, Bid Manager, and Director or Preconstruction, including kickoffs, storyboards, technical proposal workshops, formal reviews, and other regular meetings
  • Direct, as appropriate, various proposal, marketing, and graphic design staff from engineering partner firms, joint venture partner firms, and consultants as needed
  • Provide support in establishing key pursuit strategies alongside Proposal Manager, Bid Manager, Director of Preconstruction, and Executive Management
  • Coordinate with corporate and international departments, conduct research, and interview project personnel to fully develop project descriptions and resumes for each SOQ and proposal
  • Write and edit proposal narratives with input from technical experts and other managers to verify technical accuracy and incorporate key messages consistent with project goals
  • Ensure submittals are in compliance with all relevant requirements
  • Prepare marketing materials, presentations, and other information for industry events and project outreach meetings
  • Interface with engineering and construction firms on a daily basis
  • Lead coordination of legal, financial, and surety/insurance information with various corporate departments
  • Manage database of past proposal documents, resumes of key staff, awards, boilerplate narratives, and project photos
  • Other duties as needed


Required / Preferred
  • Bachelor Degree in English, Marketing, Communications, Business, Civil Engineering, or Related Field
  • 3-5+ years of experience in preparing SOQs and proposals, preferably in the engineering and construction industry
  • Understanding of design-build and public private partnership (P3) proposal processes a plus
  • Experience with Adobe InDesign, Acrobat, and Microsoft Office (capability to create graphics a plus)
  • Familiarity with relevant city, state, and federal agencies in pursuit of large infrastructure projects
  • Very strong writing and editing skills
  • Strong communication and presentation skills
  • Skilled in facilitating meetings with large teams
  • Ability to lead the coordination of SOQs/Proposals independently with little oversight
  • Willingness to travel as needed
