General Description:
Reporting to the Chief Diversity, Equity, and Inclusion Officer ( CDEIO ), the Investigator, Title IX/ EEO supports NOVA’s compliance responsibilities with equal employment opportunity and civil rights policies, including Title IX and Title VII . The Investigator assists in responding to complaints of discrimination and discriminatory harassment and serves as a primary investigator on student grievance complaints related to discrimination, Title IX investigations, and EEO investigations. The position is charged with conducting neutral, thorough, and prompt investigations in these matters and facilitating relevant training across the College community to ensure that all members of the College community understand their respective rights and responsibilities relative to the student grievance process, Title VII , and EEO policies.

Duties and Tasks:


Investigations (Title VII , Title IX, EEOC , and Student Grievances/Discrimination):
  • Serve as a neutral investigator on student grievance reports that concern discrimination, Title IX reports, and reports related to EEOC and/or Title VII .
  • Maintain a caseload of investigation incidents and assists the college’s Chief Diversity, Equity, & Inclusion Officer ( CDEIO ), EEO Officer, or Title IX Coordinator on related compliance matters.
  • Stay abreast of current state and federal laws and trends regarding Title IX, VAWA Title VII , or other related legal and compliance requirements.
  • Interview complainants, respondents, and witnesses to gather detailed information for assigned investigations
  • Document activities on all investigations (formal or informal) and maintain accurate and thorough records.



Incident Outreach - Student Grievance-Discrimination:
  • Schedule and perform outreach or initial information sessions with parties involved in student grievance cases that concern discrimination.
  • Provide written consultation with decision-makers who are required to evaluate student grievance reports that concern discrimination
  • Analyzes high-risk reports that require immediate supportive measures, safety planning, or involve potential policy violations.
  • Interfaces effectively with internal stakeholders to ensure compliance process is maintained.
  • Serves as an outreach facilitator helping to explain support measures, resolution options, and resources as required by policy and/or law to the college community.


Campus Training
  • Works with the CDEIO and other members of the community to design and develop mandatory and optional required trainings for faculty, staff, and students.
  • Delivers training in person or virtually to faculty, staff, or students.


Other duties as assigned.

Special Assignments
May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

  • Understanding of federal, state, and local laws and regulations related to civil rights, discrimination, harassment, and gender-based violence.
  • Familiarity with the College’s policies and procedures on Title IX and EEO .
  • Knowledge of best practices in investigative techniques and evidence collection.
  • A demonstrated commitment to diversity, equity, and inclusion principles.
  • Ability to conduct effective, thorough and sensitive interviews with complainants, respondents, and witnesses.
  • Strong analytical skills to assess evidence and identify patterns.
  • Excellent written and verbal communication skills .

  • Keen attention to detail to ensure thoroughness in investigation and documentation.

Minimum Qualifications:
  • Professional experience conducting investigations.
  • Demonstrated experience interpreting federal, state and college equal employment opportunity and non-discrimination laws and regulations.
  • Experience working in a higher education environment.
  • Experience in mediation and conflict resolution to facilitate fair outcomes.
  • Experience in preparing reports and interacting with various stakeholders.
