The Wisconsin Department of Transportation (WisDOT) is looking for an innovative, highly motivated, and customer focused individual to join our collaborative team of dedicated information technology (IT) professionals as a Business Analyst (IS Systems Development Services Specialist) in our Application Development Support Section for the Division of Motor Vehicles (DMV) and the Division of State Patrol (DSP)!

This full-time permanent position is located within the Bureau of Information Technology Services, Division of Business Management and headquartered at the Hill Farms State Office Building on the near west side of Madison. Position Summary

What are we looking for?

This position functions as a Business Analyst within the DMV CORE unit and plays an instrumental role in bridging the gap between business and IT teams for our WisDOT DMV Driver Licensing and DMV Vehicle Title and Registration systems.

Responsibilities include coordinating the resolution of complex IT issues and decisions in a business context; it requires knowledge and expertise in business process analysis, information systems, and state-of-the-art information technology in business areas.

This position works closely with DMV staff and others outside the organization so building business partner relationships between the business units and IT are critical functions of this position. Additional duties include analyzing business needs, preparing business requirements documents and specifications, and designing, testing, and implementing application components into production.

In this role, you will also be expected to:
  • Perform advanced business analysis activities in the design of complex multi-platform environments including web, mainframe, cloud and Software as a Service (SaaS) applications.
  • Perform test case analysis and documentation for complex departmental information technology systems.
  • Perform consulting and technical support services. Assist in searching out innovative information technology to support customer's business programs.

Salary Information

This position is in schedule-range (07-33) with an annual salary of $74,880 - $101,920 (or $36 - $49 per hour), plus excellent benefits . A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. It is not anticipated that working outside of Wisconsin (or bordering cities) will be allowed because positions will need to report to the Madison, Wisconsin office on extremely short notice.

Qualifications

Minimally qualified candidates must detail having experience in all of the following in order to be considered:
  • Coordinating system testing (e.g., writing test plans and scenarios, testing data, user acceptance testing, analyzing test results, etc.).
  • Serving as the liaison between IT (developers, project managers) and business users
  • Performing business analyst functions (defining scope, collecting and analyzing business/user requirements, developing user stories, drawing conclusions, recommending solutions)
  • Compiling required project documentation (business requirements, functional specification, data mapping, etc.) for IT project facilitation

In addition to having all the above, well qualified applicants will also detail having experience with one or more of the following:
  • Testing software and documenting the process utilizing SharePoint, Jira, Visio, IBM Blueworks, etc.
  • Developing and conducting training
  • Using more than one type of project methodology (e.g., waterfall, agile, iterative, etc.) in IT project management work.
  • Working with business analysis tools such as Wireframing, mockup creation, elicitation techniques, process modeling and/or SQL
