Position Description

Manages the daily activities and functions of the ITD Infrastructure & Server Administration and End User Compute (EUC) teams. Work involves directing the activities of the teams through establishing a plan with goals and objectives, principles, standards, and measurement tools. Manages a team of professional and technical employees and oversees additional team of consultant staff and vendor partners. Responsible for developing and executing short- and long-term strategic plans to ensure server and EUC capacity, reliability, scalability, and security needs are met now and into the future. Responsible for defining software and hardware standards in collaboration with stakeholders and owners. Oversees and ensures appropriate security levels on systems and EUC devices are maintained. Oversees operational costs, conducts near and long-term financial estimates for expanded functionality and user base. Reports to the Chief Information Officer. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Ensures audit and compliance reviews by implementing processes and procedures.
  • Establishes Operational IT departmental goals, objectives, and operating procedures.
  • Identifies opportunities for the appropriate and cost-effective investment of financial resources in IT systems and resources.
  • Participates in the development, tracking, and control the information technology annual operating and capital budgets.
  • Promotes and oversees strategic relationships between internal IT resources and external entities, including vendors and partner organizations.
  • Approves, prioritizes, and controls projects and the project portfolio as they relate to the selection, acquisition, development, and installation of major information systems.
  • Provides oversight of external vendors who are responsible for delivery of end user services.
  • Oversees and coordinates the analysis of existing system procedures for efficiency and effectiveness.
  • Manages and oversees strategic and operational planning to achieve business goals by fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment, and management of current and future technology across the

    organization.
  • Manages the review of vendor bids for support and repairs; determines appropriate vendor, ensures vendor adheres to quality, scheduling, budgetary guidelines, policies, procedures and standards.
  • Oversees the establishment of Operational IT departmental goals, objectives, and operating procedures; ensures operational issues within the section are are identified and resolved.
  • Oversees and ensures the development, maintenance and execution of an enterprise-wide disaster recovery and business continuity plan.
  • Supervises TxDOT employees by assigning duties; authorizing personnel actions; approving leave requests; conducting career conversations; and motivating team to accomplish established goals.
  • Manages and establishes priorities for maintenance, design, development, and analysis of network equipment & systems.
  • Conducts research and recommends changes in services, products, protocols, and standards to support development efforts and network procurements.
  • Directs the day-to-day activities of network management and associated functions, with a focus on quality of services provided by these functions.
  • Assures service management for network management, and third-party service providers.
  • Coordinates with data center services (DCS) third-party vendor and leads, directs, and utilizes knowledge on best practices in area related to network.
  • Performs other job responsibilities as assigned.


Minimum Qualifications:

Education: Bachelor's Degree in Computer Science, Management Information Systems or a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience:

  • 5 years of experience in Server Administration, EUC operations or related IT activities. Experience can be satisfied by full time or prorated part time equivalent. Related graduate level education may be substituted for experience on a year per year basis.
  • Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.


Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.
