Under direction of the CIO, incumbent holds responsibility for technology acquisition. This includes preparation of various IT purchase orders for hardware, software, and other products and services.

The Technology Acquisition section provides IT procurement services to the State Treasurer's Office (STO) and the sixteen separate, quasi-independent boards, commissions, and authorities (BCAs) that organizationally report to the State Treasurer.

The Technology Acquisition Specialist is responsible for efficiently and effectively managing the acquisition of technology assets, software, and services required to support the STO's IT infrastructure and business objectives. This role ensures that technology purchases align with budgetary constraints, compliance requirements, and strategic goals.

Working Conditions
This position is eligible for a hybrid work schedule which includes up to three days of remote work per week. Additional in office days may be required based on the business need.

Department Information The State Treasurer's Office is a small department located in the Bonderson building at 901 P Street, next to the State Capitol, public transportation and with parking garage options nearby. The building is near the State Capitol Park, which is a wonderful place to exercise and enjoy the beautiful landscape during the fair-weathered months. Educational Background:
  • Bachelor's degree in information technology, business administration, supply chain management, or a related field.
Experience:
  • Experience with vendor management, contract negotiation, and purchasing systems, specifically in IT-related purchases (e.g., software, hardware, cloud services).
• Technical Knowledge:
  • Familiarity with IT products and services, including hardware (servers, networking equipment), software licensing models, cloud solutions, and IT services.
  • Understanding of IT security and compliance requirements related to procurement processes.
  • Current or past hands-on IT experience would be a plus.
State Procurement Knowledge:
  • Strong understanding of CA state procurement processes.
  • Experience with e-procurement platforms and purchasing tools.
Analytical and Problem-Solving Skills:
  • Strong analytical skills with the ability to evaluate bids, identify cost-saving opportunities, and assess vendor performance.
  • Experience in conducting market research, pricing analysis, and cost-benefit analysis for IT-related purchases.
  • High level of attention to detail to ensure compliance with procurement policies, mitigate risks, and verify the accuracy of orders and contracts
Communication Skills:
  • Strong communication skills to collaborate with internal teams, vendors, and stakeholders.
  • Excellent negotiation skills, with a proven ability to secure favorable terms and conditions with vendors.
Project Management:
  • Ability to manage multiple procurement projects simultaneously, ensuring timely delivery and alignment with organizational needs.
