Introduction

The DET is seeking to hire an IT Product Manager that will support the Office of the Commissioner of Insurance (OCI) Technology Services section ! Certified OnBase professionals are strongly encouraged to apply!

The Office of the Commissioner of Insurance (OCI) Technology Services are located within the Division of Enterprise Technology (DET), Department of Administration. OCI's mission is to protect and educate Wisconsin consumers by maintaining and promoting a strong insurance industry.

This position will have the option of working remotely upon agreement of the supervisor but may be asked to come into the office periodically. This schedule may change based on operational needs and organizational requirements.

Position Summary

Under the general supervision of IT management in the Division of Enterprise Technology (DET), the IT Product Manager manages difficult and complex projects and supports activities for development and maintenance of Wisconsin citizen facing portals, content management, and departmental systems on multiple platforms. These systems provide vital information to agency staff as well as the public and other professional groups. This position also provides product management and business/systems analysis services to the Office of the Commissioner of Insurance (OCI).

This position is on the Office of the Commissioner of Insurance (OCI) Technology Services team and is responsible for the OCI Division of Financial Regulation business area and their systems plus other systems as assigned. Applications responsible for include: Content Management (OnBase and Alfresco), Premium Tax, Financial Filing Portal, Financial Database, AccessGov, and the Fund systems. This position will also provide coverage backup to other IT Product Managers and supervisor.

Key Responsibilities:
  • Participate in short- and long-range strategic automation planning for OCI.
  • Assist with the support of OCI through the enterprise application development process including the definition and design of specifications for the interfaces, data conversions, reports, dashboards etc.
  • Act as a coordinator to help facilitate, plan, and problem solver to meet agency strategic objectives.
  • Elicit actual needs of stakeholders, not simply their expressed desires.
  • Align the needs of business units with information technology.
  • Serve as liaison between business and technical teams.
  • Assist with the definition and implementation of the Solution Architecture ensuring both the business and technical requirements are met.
  • Perform business analysis and reengineering activities for both existing business functions/applications and new IT Modernization and business process improvement initiatives proposed by Section customers.
  • Support effort to ensure the Application Integration & Development process is managed properly to achieve the overall business goals.
  • Support the effort to ensure the proper status reporting process, structures, and scorecards are defined and implemented.
  • Coordinate and lead the implementation and operation of statewide and internal systems.
  • Support and help lead product development, implementation, and vendor management activities to ensure the quality and timeliness of deliverables.
  • Support for enhancements and ongoing maintenance of third party and custom applications.
This position requires experience and/or advanced knowledge of IT project management, business systems analysis and design, product leadership, data integration, content management, vendor management of IT consulting and cloud services, and knowledge of leadership techniques. The majority of work assignments are difficult and complex requiring a high degree of customer interaction.

Salary Information

Starting salary for the IS Business Automation Specialist (07-33) will be between $33.49 - $51.37 an hour, depending on applicant qualifications. A 12-month probationary period is required. Pay for current state employees will be in accordance with the State Compensation Plan.

Job Details

Due to the nature of the position, DOA will conduct fingerprinting and background checks on applicants prior to selection. DOA does not sponsor work visas. Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. Qualifications

Minimally qualified applicants will have the following:
  • Completed or recently renewed OnBase Certified WorkView Developer (OCWV) certification, within the past 4 years; (Please attach the .PDF file of the certificate under "Supporting Documentation" as well as indicate in your resume or cover letter that you have completed this certification.)
  • Experience building OnBase low-to-no code solutions: primarily WorkView and Workflow, both combined and standalone, and Document Composition, while following Hyland best practices and design methodology
  • Experience troubleshooting pre-existing OnBase solutions with minimal existing documentation
  • Experience creating and editing business process and technical documentation
  • Experience in Project Management and Business Analyst techniques
Well qualified candidates will have at least 2 or more of the following:
  • ITIL Certification and/or IT Service Management experience
  • Experience with OnBase Reporting Dashboards
  • Experience developing test standards and user acceptance criteria
  • Experience serving in a government or public entity such as a state agency
