Under the general direction of the Information Technology Division Portfolio Planning Management Branch Chief, the incumbent is responsible for project management activities, and the state's Project Approval Lifecycle (PAL) functions. The incumbent independently performs the most complex business process analysis and problem-solving. Tasks assigned to this level require an in-depth and broader understanding of problem identification, analysis, and resolution. The incumbent primarily serves as a project manager subject matter expert. The incumbent will lead the most complex IT projects and maintain a high level of knowledge and expertise on the System Development Lifecycle (SDLC) and project management processes/best practices. The incumbent is also responsible for developing, implementing, reviewing, maintaining, and improving project management policies, processes, and procedures to support PMO modernization efforts. The incumbent works well in a politically charged environment and communicates appropriately to technical staff, program staff, senior stakeholders, advisory agencies, and control agencies.

This position is eligible to participate in DDS' hybrid telework schedule. Participation in telework is subject to DDS' guidelines.

Working Conditions

  • Prolonged periods on a personal computer up to 90% of the time.

Department Information
The California Department of Developmental Services (DDS) is the agency through which the State of California provides services and supports to individuals with developmental disabilities.

These disabilities include intellectual disability, cerebral palsy, epilepsy, autism and related conditions. Services are provided through state-operated developmental centers and community facilities, and contracts with 21 nonprofit regional centers. The regional centers serve as a local resource to help find and access the services and supports available to individuals with developmental disabilities and their families.

The DDS is located in a modern, sustainable and innovative office building at 1215 "O" Street, Sacramento, California. Some amenities of the building include:

California's Statewide Information Management Manual (SIMM) and Project Approval Lifecycle (PAL). Familiarity with developing requirements for and implementing Case Management Systems. Knowledge of and experience working with Center for Medicare and Medicaid Services (CMS). California Project Management Framework (CA-PMF). Project Management Professional (PMP) Certification. Certified Scrum Master (CSM).

Strong communication skills, both written and oral. Can work effectively with a variety of audiences in a politically charged environment.

Develop and maintain cooperative and harmonious relationships with department staff, regional centers, and developmental centers; analyze situations accurately and take effective action; speak and write effectively; reason logically; analyze data and present ideas and information effectively. Take initiative to address critical issues when identified without requiring direction.
