Under the general direction of the IT Supervisor II, the incumbent will manage software development project teams with overall responsibility for the successful completion of software development projects. The incumbent will lead the analysis, design, implementation, testing, deployment, maintenance, and documentation of moderately to highly-complex, database-driven web applications using the latest Microsoft software development tools and technologies including Visual Studio, C#, ASP.NET, and SQL Server.

As a software development project manager, the incumbent will be responsible for making the day-to-day assignments to developers, team oversight, and facilitation of project meetings, management of project action items, and creation and maintenance of project schedules as well as oversee the application development process, prepare project documentation, and conduct regular communications with the clients and management. The incumbent will also participate in database design a nd development, conduct project builds, and prepare test plans and oversee testing. The incumbent will recommend and employ different PM techniques as appropriate to keep projects on
track.

This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position's designated headquarters location, as indicated on their duty statement, at their own expense.

2. Demonstrated knowle dge / experience of principles of project oversight and approval (change management, governance processes, CDT PAL process)
3. Demonstrated knowledge / experience of techniques for business analysis and requirements gathering: BA documentation, requirements elicitation, documentation, prioritization, and tracking; business processing mapping, business process improvement analysis, recommendations, and implementation; system/user acceptance testing
4. Knowledge / experience of app dev processes, technology, and the SDLC
5. BA certified (CBAP or PM-PBA)
