Position Description

Manages the daily activities and functions for the ITD Applications Quality Assurance/Testing team. Work involves directing the activities of QA/Testing team through establishing a plan with goals and objectives, principles, standards and measurement tools used to determine the progress in meeting testing goals; coordinating and evaluating QA/testing activities and reviewing and recommending budgets. Oversees the testing process of software products to ensure quality standards and user requirements are met. Responsible for designing and developing the testing strategy for all phases of testing including sprint testing, system integration testing, regression testing, automation testing, and performance testing. Drives stakeholder alignment through continuous engagement and feedback. Trains and enables team members to operate in accordance with testing standards and best practices. Supervises a team of professional and technical employees. Reports to the Applications Development and Maintenance Section Director.Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Supervises TxDOT employees by assigning duties; authorizing personnel actions; approving leave requests; conducting career conversations; and motivating team to accomplish established goals.
  • Manages and leads a team of software testers, assign tasks, provide guidance, and ensure productivity and high morale within the team.
  • Develops test plans and strategies in collaboration with other stakeholders, including project managers, developers, and product owners, to ensure comprehensive test coverage and alignment with project goals.
  • Allocates resources effectively, including personnel, time, and tools, to meet project deadlines and quality objectives.
  • Implements and maintains quality assurance processes and standards to ensure consistency and effectiveness across testing activities.
  • Oversees the execution of test cases, analyze test results, and generate comprehensive test reports for stakeholders, including identifying and prioritizing issues for resolution.
  • Identifies potential risks to quality and stability of software and implement strategies to mitigate them.
  • Facilitates communication and collaboration between different teams involved in the software development lifecycle, including developers, product managers, and quality assurance teams.
  • Drives continuous improvement initiatives within the testing team, including process improvements, adoption of new tools and technologies, and skills development for team members.
  • Manages relationships with third party vendors when testing vendor software products.
  • Performs other job responsibilities as assigned.


Minimum Qualifications:

Education: Bachelor's Degree in Computer/Management Information Systems, Computer Science, or related discipline. Relevant work experience may be substituted for a degree on a year-per-year basis. Substitutions for Minimum Qualifications

Experience:

  • 5 years of experience in software QA/testing experience. Experience can be satisfied by full-time or prorate(d part-time equivalent). Related graduate-level education may be substituted for experience on a year-per-year basis.
  • Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.


Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle.

  • Analyze problems as well as develop effective solutions and ensuring the quality of software products.Identify potential risks to the quality and stability of software products as well as develop strategies to mitigate these risks.
