The J2 Senior Readiness Seminar (SRS) Project Lead works with the Government's Intelligence Planning Functional Manager (IPFM) to conduct and document a customer competency needs assessment; design and document a senior-leader level instructional seminar; market the seminar and solicit participation; develop and prepare seminar instructional materials; determine seminar location and coordinate/reserve space for use; coordinate participation by guest lecturers/presenters; execute the seminar every six months; and conduct after action review and updating the seminar materials to ensure combatant command readiness across the conflict continuum. The J2 Senior Readiness Seminar (SRS) Project Lead will provide subject matter expertise supporting senior intelligence leader professionalism, training development, talent management activities, and projects at the expert level. Such expertise and activities will contribute to CCMD Intelligence Directors improving their tradecraft (professional practice), procedures, and techniques for executing all intelligence tasks. The ideal candidate will be able to operationalize their knowledge of the intelligence process as described in Joint Publication 2-0.

Responsibilities
  • Assist in developing new or modified work methods, innovative approaches, and alternative uses of new or available data sources.
  • Based on customer needs, provide expert advice and development of options for developing and executing the J2 Senior Readiness Seminar (SRS).
  • Provide expertise on the delivery of instructional material in various learning environments (classroom, virtual, online, blended), technology and analytics, and multimedia services.
  • Provide support to Staff-Assisted Visits (SAV) as necessary to evaluate senior leader readiness.
  • Conduct Technical Staff Assistance Visits (TSAVs) as necessary to support the sustainment of the SRS.
  • Create and maintain an Essential Body of Knowledge (EBoK) from which SRS terminal learning objectives will be derived. EBoK shall be based on knowledge, skills, and abilities required by CCMD Directors of Intelligence.
  • With the customer, create and maintain Terminal Learning Objectives (TLO) and Enabling Learning Objectives (ELO) for SRS.
  • Staff EBoK, TLOs, and ELOs through Joint Staff task management system of record for concurrence/approval by all stakeholders.
  • Develop a program of instruction (POI) to actualize EBoK, TLOs, and ELOs to enable learning by J2 SRS participants.
  • Develop a POA&M for seminar development, including in-progress reviews (IPRs), Pilot/beta SRS, initial operating capability (IOC), and full operational capability (FOC).
  • Provide leadership with weekly progress reports and monthly in-progress reviews on the status of SRS development and execution.
  • Identify seminar dates and whether the instruction will be in person, virtual, or hybrid, and maintain the schedule on a shared calendar.
  • Maintain SRS offerings in the AGILE Learning Management System.
  • Schedule and reserve facilities suitable for presenting SRS to senior intelligence officials, including instruction material, audiovisual equipment, communications equipment, and other logistics as required.
  • Coordinate the attendance of senior leaders, both as seminar participants and guest speakers, including sending invitations and monitoring RSVPs.
  • Coordinate the participation of previous CCMD Js2 to participate as senior mentors.
  • With government oversight, the SRS is executed twice per year.
  • While executing the SRS, conduct studies (i.e., after-action reviews) to ensure the SRS is performing as expected.
  • Design the study to perform and then execute a Job Task Analysis (JTA) and competency modeling effort, coinciding with the EBoK used in an array of Human Capital standardized products.
  • Complete a work plan with suspense reviewed and approved by the Government and then execute the work plan.
  • Provide a status report at the monthly In-Progress review meeting, with a summary report 45 days before the contract end date.
  • Create job aids, handbooks, pamphlets, etc., for SRS participants to take away as content reminders.
  • Create and maintain applicable website(s), SharePoint(s), and shared drives as required knowledge management of SRS material.
  • Measure the mission impact of J2 SRS. Deliverables include developing metrics to measure the SRS's performance, creating a baseline with current readiness data, and developing goals for the program.
  • Collect observations from SRS delivery and update SRS content to address any areas that can be improved.
  • Update seminar content as strategic and operational environment change.
  • Coordinate SRS content with the Joint Military Intelligence Training Center (JMITC) program managers to inform instruction of intelligence planners, collection managers, and all-source analysts.
  • Other duties as assigned.

Qualifications
  • Bachelor's Degree in a business-related field
  • War College or Senior Staff College/Fellowship graduate
  • 25+ years of military or civilian experience; Former Intelligence or Strategic Intelligence professional in either military (06 or above) or civilian service (GG15/SES/DISES)
  • 8+ years' experience supporting Joint, Interagency, and Combatant Command Intelligence Operations
  • Must have an active Top Secret/SCI clearance.

  • Must be Innovative, creative, and have a "self-starter" attitude.
  • Requires professional knowledge of a wide-range of all-source intelligence principles, concepts, and techniques to accomplish difficult and complex work assignments.
  • Knowledge of the full-range of concepts, principles, and practices in Joint Staff, multi-CCMD, Services, and Combat Support Agencies
  • Ability to apply knowledge to difficult work assignments as applied to the intelligence process.
