Pipeline Safety Inspector

Anticipated Starting Salary Range: $52,000 - $65,000

Starting Salary Commensurate with Qualifications and Experience

The State Corporation Commission's (SCC) Division of Utility and Railroad Safety (URS) seeks two safety-focused and public service-oriented individuals to serve as Pipeline Safety Inspectors. The selected individuals will perform field inspections of natural gas pipeline facilities and construction sites in the Commonwealth of Virginia to determine compliance with the SCC's pipeline safety regulations and the Underground Utility Damage Prevention Act. The selected candidates for this position will perform inspections of various programs and records to determine compliance with safety regulations, will maintain paper and electronic records, and will prepare reports detailing findings in accordance with the division's pipeline safety program standards. Unless previously completed, the selected individuals will be required to attend and successfully complete several pipeline safety courses sponsored by the federal Pipeline and Hazardous Materials Safety Administration (PHMSA). After completing introductory PHMSA courses and earning release as an independent inspector, the selected candidate for this position will also be required to serve in the "on call" rotation of qualified pipeline safety inspectors within the division. Significant travel, both day trips and overnight, is required. Qualifications
Preferred qualifications for this position include some experience in gas or hazardous liquid pipeline safety, pipeline construction, damage prevention, and/or current PHMSA training qualifications. Strong verbal and written communication skills are essential for this role. The ability to conduct inspections, investigations, analyze data, and thoroughly document/report the results is also essential. The ability to comprehend and interpret complex policies, procedures, and manufacturer's instructions on various material applications and operations of equipment used in the pipeline industry is critical. Candidates must have the ability to maintain effective, professional working relationships with SCC staff, industry personnel, and the general public. Knowledge in the use of a PC and related software, to include Microsoft Office applications is important. Ideal candidates will be detail-oriented with the ability to work independently and make sound decisions. Candidates must be willing and able to traverse rough terrain and travel extensively, including overnight, to conduct inspections. A degree from an accredited college or university is preferred but not required.
