Senior Quality Assurance/Business Analyst

Salary Commensurate with Qualifications and Experience

The State Corporation Commission (SCC) seeks a Senior Quality Assurance/Business Analyst to join our Health Benefit Exchange (HBE) division. The Health Benefit Exchange operates Virginia's Insurance Marketplace with a mission to increase access to affordable and reliable health coverage for Virginians who are not insured by their employer, Medicaid, or Medicare. Launched in November 2023, the Marketplace is Virginia's own state-based health insurance marketplace where consumers can shop for, compare, and purchase high-quality and affordable health insurance plans. As a Senior Quality Assurance/Business Analyst, you have the unique opportunity to join a growing and talented professional team assisting in the development of the Health Benefit Exchange. The position works a hybrid schedule, generally 3 days of telework and 2 days in office each week.

Essential Duties and Responsibilities
  • Participate in all User Acceptance Testing (UAT) activities
  • Ensure test results including risks or issues are documented, reported to stakeholders, and available for specification of user instructions
  • Create test cases and provide quality review and quality control for release
  • Develop, execute, and support user acceptance testing, manual, and automated testing, as well as ensure that test cases, scenarios, and other documentation are created and kept up to date
  • Perform manual and automated testing to ensure that federal, state, and HBE requirements and quality standards are met
  • Perform testing with state and federal agencies and external partners to ensure that data quality, account transfers, and technology solutions are executed in accordance with requirements
  • Identify, track, prioritize, and collaborate on resolutions for bugs and defects
  • Review business processes and recommend improvements
  • Write clear and well-structured business requirements and documentation
  • Analyze process issues and bottlenecks to make improvements and identify automation opportunities
  • Communicate and validate requirements with relevant stakeholders
Qualifications
Preferred Qualifications
  • Approximately five or more years of experience in quality assurance, business/systems analysis, and/or supporting system users in performing User Acceptance Technology (UAT)
  • Proven experience working with a third party (development) vendor
  • Considerable experience supporting software testing for complex applications
  • Considerable knowledge and/or experience analyzing and documenting the impacts of system changes
  • Knowledge in generating process documentation and functional specs
  • Ability to establish and maintain effective working relationships within the SCC and with external partners
  • Ability to communicate with business and technical stakeholders effectively both verbally and in writing
  • Ability to adapt to a continuously changing environment, handle multiple priorities, and work independently and with a team in a fast-paced environment
  • Demonstrated resourcefulness and creative problem-solving skills with a high attention to detail
  • Proficiency in MS Excel, MS Word, MS PowerPoint, and MS Visio
  • Experience supporting software in a health or health insurance environment is a plus
  • Experience using tools such as Jira and SharePoint are a plus
  • A bachelor's degree in computer science, information systems, statistics, or a related field is desirable but not required
