THE INCUMBENT FOR THIS POSITION MAY BE HOUSED IN THE FOLLOWING LOCATIONS: ALBUQUERQUE OR LAS CRUCES.

Why does the job exist?

This position oversees New Mexico's compliance with all aspects of federal juvenile justice and delinquency prevention requirements (per the Juvenile Justice Reform Act of 2018); federal grants (Title II Formula Grant and PREA Reallocation Grant) planning, administration and reporting; and the operation of the New Mexico Juvenile Justice Advisory Committee.

How does it get done?

• Assess and coordinate NM CYFD's compliance with all elements of the federal JJRA of 2018;

• Serve as New Mexico's Juvenile Justice Specialist to the federal Office of Juvenile Justice and Delinquency Prevention (OJJDP),and their assigned Program Manager to NM CYFD;

• Manage the development of the federally-required Three Year Plan, Reducing Racial and Ethnic Disparities Plan, annual, updates, and Annual Report to the Governor;

• Manage annual OJJDP grant applications (e.g., Title II and PREA) and all annual and semi-annual program reporting requirements (e.g., core requirements reporting (Reducing Racial and Ethnic Disparities, Deinstitutionalization of Status Offenders, Sight & Sound Separation, & Jail Removal);

•. Monitor expenditure of federal grant funds, with CYFD Administrative Services Division. Direct and coordinate all planning, programmatic, and oversight activities associated with these programs including budgetary, procurement, contracting, and reporting requirements of the grants;

•Support federal core requirement compliance reporting and local reporting with the Compliance Coordinator;

• Provide support for the federally-required, governor-appointed Juvenile Justice Advisory Committee. This involves interpreting and maintaining compliance with all applicable federal and state statutes and regulations and the state Children's Code;

• Serve as liaison to other state Juvenile Justice Specialists nationwide and with the Coalition for Juvenile Justice;

• Research other grant funding opportunities to support NM CYFD JJSS youth development and community-based alternatives efforts;

CYFD and specifically JJS leadership and managers; U.S. Department of Justice/Office of Juvenile Justice and Delinquency Prevention leadership and managers; New Mexico Juvenile Justice Advisory Committee (JJAC) members, local grant recipients; and counterparts in other States nationwide.

Ideal Candidate

Skilled in the following areas:
• Have knowledge of the juvenile justice field, nationally and in the State of New Mexico;

• The skills to work with a wide range of statewide juvenile justice constituencies (e.g., state advisory group, local service providers;

• Have knowledge of federal grant administration, monitoring programmatic and financial delivery of grants with Administrative Services Division;

• To manage federal financial management and program audits;

• strong communication skills (written - including grant proposal development and verbal including group presentations).

Minimum Qualification

Bachelor's Degree and five (5) years program administration or project management in areas related to the purpose of the position. Substitutions apply. See Substitution Table below.

Employment Requirements

Must possess a current and valid Driver's License. Pre-employment background investigation is required and conditional pending results.

Working Conditions

Work is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer to include working with computers, faxes, copiers, printers, and phone usage. Ability to lift up to 25 lbs. Travel throughout the state and occasional out of state may be required.
