The Mission of the Civil Rights Department (CRD) is to protect the people of California from discrimination in employment, housing, and public accommodations, and from perpetration of acts of hate violence.

Under the general direction of the Deputy Director (CEA), Administrative Services Division, the Labor Relations Officer is responsible to create, implement and administer the Civil Rights Department (CRD)'s Labor Relations Program and Performance Management Program. Related to the Labor Relations Program, the Labor Relations Officer provides program direction and guidance to CRD's supervisors/managers on matters such as contract interpretation, working conditions, handling of grievances and complaints, workplace changes, and contract negotiation proposals. Related to the Performance Management Program, the Labor Relations Officer provides direction and guidance to supervisors/managers regarding performance expectations, progressive discipline recommendations, and administrative process defense policies and strategies. The Labor Relations Officer has contact and may act as the department's liaison with departmental management and staff, control agency representatives, collective bargaining agencies and staff, and other state agency personnel.

Department Information
The California Civil Rights Department (CRD) formally known as Department of Fair Employment and Housing (DFEH or Department) is the civil rights enforcement agency for the State of California. CRD's mission is to protect all people in California from employment, housing and public accommodation discrimination, human trafficking and hate violence.

The CRD is the largest state civil rights enforcement agency in the country. It enforces the California Fair Employment and Housing Act (FEHA), Unruh Civil Rights Act, Disabled Person Act, Ralph Civil Rights Act and the California Trafficking Victims Protection Act. The Department has jurisdiction over both private and public entities operating within the State of California, including corporate entities, private sector companies that contract with the State of California, and all State department and Local governments.

Travel - up to 5% statewide travel may be required.

The incumbent must have extensive working knowledge of the Ralph C. Dills Act, personnel laws, rules, and regulations, and use good judgment in decision making, exercise creativity and flexibility in problem identification and resolution, manage time and resources effectively, and be responsive to CRD management needs. The incumbent must be able to analyze and draw sound conclusions and be able to work well with and communicate effectively with others on. a daily basis. The incumbent will be responsible for the security of sensitive and confidential information.

All CRD employees are expected to conduct themselves in a professional manner that demonstrates respect for all employees and others they come in contact with during work hours, during work-related activities, and anytime they represent the Department. Additionally, all CRD employees are responsible for promoting a safe and secure work environment, free from discrimination, harassment, inappropriate conduct, or retaliation.
