Clarification from the agency

U.S. Citizens and Non-U.S. Nationals who have resided in the U.S. or U.S. Territory for three (3) or more continuous years immediately preceding the start of Federal affiliation.

Duties

  • Mows grass, lays sod, weeds flowerbeds, trims and edges walkways and lawns. Levels ground using pick, shovel, tamper and rake.
  • Loads and unloads conveyances; moves materials using wheelbarrows, hand trucks or dollies; stacks and arranges supplies for storage; collects refuse and recyclable materials.
  • Prunes shrubs and trees; applies fertilizer, waters plants, cleans out drainage ditches, shovels snow from walks and driveways.
  • Adjusts, cleans, oils and changes attachments on machines.
  • Performs other duties as assigned.

  • Meet qualification/eligibility/background requirements for this position.
  • A one year probationary period may be required.
  • Satisfactorily complete an employment verification (E-Verify) check.
  • A Medical Examination is required.
  • Must be available to work varying and/or rotating shifts to include nights, weekends, holidays and events.
  • The dual compensation guidelines DO NOT apply to this position. All GS and NAF employees whether full time or part time are eligible to apply for this position.
  • Must be able to frequently lift and carry moderate to heavy objects up to 50 pounds.
  • Must also be able to actively bend, stoop, stand, reach, and work in awkward positions.
  • Must possess a valid Driver's License.


Qualifications

1. Three (3) months of laboring experience required.

2. Must have the ability use, control and clean tools and power equipment used.

3. Must be able to follow oral and/or written instructions involving duties with several distinct tasks or steps without constant supervisor of each task assigned.

SKILL AND KNOWLEDGE:


Manual skill to lift and move moderately heavy objects. Skill and knowledge to safely operate simple power equipment and hand tools (lawn mowers, leaf blowers, edges and trimmers, scrubbers and buffers, steam cleaners and vacuums). A basic knowledge is required of routine maintenance procedures for power equipment.

Note: Candidates with Special Qualifying Skills and Experience may be brought in higher than the Step 1 rate of pay, determined by the Hiring Manager.

PCS Costs

  • Payment Permanent Change of Station (PCS) costs are not authorized, based on a determination that a PCS move is not in the Government's interest.

FWS Allowances and Differentials

  • This is a federal wage schedule (FWS) position.
  • All FWS employees are entitled to overtime work for work in excess of 8 hours in a day or in excess of 40 hours in the administrative workweek, whichever provides the greater benefit to the employee.


Incentives and Bonuses

  • Incentives will not be paid.

Non-Foreign Overseas Allowances

  • Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
