Summary

The Lead Medical Support Assistant (LMSA) monitors and makes work assignments, provides input on performance, resolves daily workplace issues and maintains efficient workflow. Responsible for initiating and carrying out administrative and technical duties in support of an assigned team. This position is located in the Dental Clinic.

Duties

Based on high level supportive coordination skills, the incumbent performs daily duties that are integral to the success of the facility's multidisciplinary medical team establishing this incumbent as a key contact for Veterans, Veterans' families, and community providers for specialty care, providing information and assistance and acting upon multifaceted administrative matters in the Veterans' and other stakeholders' interest. The incumbent is directly accountable, and has the knowledge, skills, and ability to serve as an autonomous extension, to the Supervisor.

The goal is to ensure continuity of care, accurate and timely scheduling and appropriate follow up for any care required regardless of where it may be rendered and incompliance with current guidance and directives. The Lead MSA duties include but are not limited to:
  • Monitors daily staffing levels and ensures equal distribution of workload/coverage daily.
  • Assists the Supervisor with developing contingency plans for staffing and data/input/transmission.
  • Maintains suspense files necessary for monitoring the processing of consults, orders or any other requests for appointments.
  • Ensures working and complete knowledge of current access both within VA and in the community to effectively schedule patients as quickly as possible.
  • Responsible for identifying backlogs in workload and potential procedural problems by observation / monitoring of the activities for the AMSAs and brings them to the attention of the supervisor.
  • The incumbent will provide weekly, monthly and quarterly reports within established time frames and report to the supervisor. This is measured by observation, spot-check, employee reports and/or other reporting mechanisms.

  • Performs spot checks to ensure that all AMSAs are processing consults following assigned procedures and guidelines for the work accomplished and ensuring appropriate authorizations are entered if required.
  • Assuring coverage of all areas of responsibility.
  • Conducting ongoing reviews to ensure quality of work.
  • Ensuring accurate and timely scheduling of community care referrals.
  • Providing guidance to staff members to include changes in policies and procedures.
  • Distributing and balancing workload.
  • Creating and maintaining employee work assignments/schedules.
  • Orienting and providing on the-job training for new and current employees.
  • Ensuring all training requirements are met.
  • Organizing the work structure of his/her assigned areas.
  • Acting as liaison between AMSA and staff in order to resolve day to day conflicts.
  • Makes follow-up (post-care) calls daily.
  • Verifies and updates demographics and insurance information; researches and maintains an updated database of community medical services to assist Veterans with locating medical care in the community; assists with processing all emergent and non-emergent consults for medical care in the community.
  • Contributes in team huddles and team meetings to manage and plan patient care.
  • Sets priorities and deadlines; adjusts the flow and sequencing of the work to meet team and patient needs;
  • May work with the team to reinforce the plan of care and self-help solutions, entering appropriate information into the electronic record.
  • Participates and provides input in problem-solving on operational issues or procedures in team meetings; performs administrative follow-up actions.

The incumbent provides administrative coordination of patient care, appointments, and logistical factors associated with direct patient care, inpatient and outpatient, related to the coordination of care between the VAMC and outside facilities, both VA and Non-VA.

The incumbent uses a broad working knowledge of all medical center programs and services and of the varying priorities and complexities of outside care for specialty services to further the goals of access for patient care using available resources.

The incumbent uses tools including consults, orders, recalls, and other telephone or written requests to fulfil the needs by the assigned team. The complexity of duties may encompass numerous clerical responsibilities, including but not limited to typing, filing, data entry, scheduling appointments and tests, ensuring transfer of medical records from and to the VAMC and other facilities, scheduling patients' appointments from various sources including consults, tracking patients' appointment status in the community.

Qualifications

Basic Requirements
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Experience and Education: (1) Experience - Six months experience of clerical, office, [customer service], or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or (2) Education - One year above high school; or (3) Experience/Education - Equivalent combination of experience and education.
  • English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations. In addition to the Basic Requirements defined above, applicants must one year of specialized experience equivalent to the GS-6 grade level. See information below:

  1. Experience. One year of experience equivalent to the GS-6 grade level.
  2. Assignment. The Lead MSA is responsible for the coordination of Advanced MSA assignments and workflow found in an interdisciplinary unit. The Lead MSA is responsible for daily workload assessments, assigning work, and assuring proper staffing coverage; evaluating training records; and determining training needs of MSAs to provide support across interdisciplinary settings. The Lead assists the unit with complex and non-standard procedures, including clinical flow processes related to access to care across multiple clinics, specialties, and/or community resources. Assignments at this level include, but are not limited to:
    • Ensuring accurate and timely scheduling of appointments;
    • Providing guidance to staff members, to include changes in policies and procedures;
    • Creating and maintaining employee work schedules;
    • Acting as a liaison among Advanced MSA staff, patients, and other interdisciplinary staff to resolve day-to-day conflicts.

For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.

3. Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs below:

i. Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources.

ii. Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting.

iii. Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines.

iv. Skill in communicating with individuals to obtain the desired effect [and coordinating with a variety of interdisciplinary care team staff.

v. Ability to provide staff development and training.

vi. Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics.

The full performance level of this position is GS-7.

Physical Requirements: The work performed is predominately clerical in nature and requires no special physical standards. The work is usually performed in an office setting, working with others and/or alone. As typical in an office setting, there is the possibility for multiple distractions from normal operating functions and the incumbent is expected to be able to physically perform the duties of the position, aides permitted (which may include walking, sitting, standing, reaching, and bending.) The work may also include the need for light lifting and carrying (under 15 lbs.) of work materials (i.e.: books, binders, papers, etc.).
