Summary

This position is located within the Cincinnati Veterans Affairs Health Care System Pharmacy. The lead pharmacy technician performs duties of significant scope and complexity independently. This position leads pharmacy technicians and pharmacy interns throughout their day-to-day workflow. This position will be in the Inpatient Pharmacy.

The Cincinnati VA Medical Center (CVAMC) is a two-division campus located in Cincinnati, OH and Fort Thomas, KY serving 15 counties in Southwest OH, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. The CVAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division.

The Lead Pharmacy Technician assists pharmacy supervisor in quality improvement activities by participating in medical center and service process assessment and action teams and continually seeks to improve services.

a. Assesses workload volume throughout the day, identifies backlogs, contributes to workload completion and makes staffing adjustments as needed to meet organizational goals

b. Identifies areas of duplication of efforts and develops solutions to streamline processes, reduce waste, cost savings, and improve patient care.

c. Organizes and assists the pharmacy technician team to ensure assigned tasks are documented and completed timely and accurately for their program area

d. Coordinates day-to-day maintenance and operation of pharmacy area equipment and automation.

e. Promotes harmonious relationships within the work environment and support the needs of the team, customer, or patient.

f. Listens to informal complaints of employees and other customers in a helpful and timely fashion. If not able to remedy a situation, the lead will notify the pharmacy supervisor.

g. Assists in training and orientating new and existing pharmacy technicians and students on policy, procedures, and competencies.

h. Identifies and reports developmental and training needs to ensure safety and quality control for their program area.

i. Develops training schedules and assists in maintaining documentation for all pharmacy technicians and students.

j. Effectively evaluates pharmacy activities to assist management to obtain short- and long-range objectives and goals.

k. Conducts technician meetings to assure proper updates of departmental and hospital communications. Uploading this information to online communication areas, such as but not limited to Microsoft Teams and Outlook.

l. Assists in the development of policies and procedures and participate in departmental goal planning and quality improvement activities.

m. Maintain competence by participating in staff development programs.

n. Serves as on-line back up to other pharmacy technicians within the designated area of pharmacy, providing coverage for any shift and any technician position within the assigned work area.

Quality and Regulatory Duties:

a. The employee assists in preparation of national, local, and special accreditations of pharmacy service. (Joint Commission, Inspector General, Controlled Substance Inspections, Drug Enforcement Agency) This includes documentation record updates, development of specific training and preparation of staff and compliance of policy and procedures.

b. The employee proactively evaluates and analyzes data for self-driven (independent) performance improvement projects, workload analysis and statistical reports.

Supervisory Controls:

The employee serves as subject matter expert in all technical operations of pharmacy activity under the general supervision of the Pharmacy Supervisor, or designee who is available to discuss matters affecting policy or other services.

Work Schedule: Monday - Friday, 7-3:30; occasional nights & evenings; rotating weekends & holidays.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
  • Citizenship. Be a citizen of the United States. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S.C. § 7407
  • Education or Experience.
  • (1) None required.
  • (2) For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level.
  • Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either:
  • (1) Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT).

OR

  • (2) National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT)

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

English Language Proficiency. Pharmacy Technician candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).

Grade Determinations for the GS-8

(1) Experience. Candidates must possess one year of experience equivalent to the next lower grade level and demonstrate the KSAs below.

(2) Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either:

(a) PTCB as a CPhT.

OR

(b) NHA as a ExCPT.

(3) Knowledge, Skills and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate the following KSAs for all GS-08 assignments and meet any additional KSAs for the assignment, if indicated:

(a) Comprehensive knowledge of concepts, principles, methodology and policies in a specialized area or section of pharmacy (such as sterile compounding, controlled substances, automation, clinical pharmacy, contact center, etc.) Note: See Specialized Area.in the Definitions Section.

(b) Skill in training and orienting new and existing pharmacy facility employees and students on proper policies and procedures.

(c) Ability to evaluate, analyze and coordinate workflow and work activities within a specialized area or section of the pharmacy.

The full performance level of this vacancy is GS8.

Physical Requirements: The work requires regular and recurring physical exertion, involving standing or sitting for prolonged periods of time, typing, walking distances within the medical center, lifting/ carrying (up to 40 pounds) of pharmaceutical supplies, and bending/stooping/stretching.
