Job Description:

L3Harris is looking for a Project Engineer who will support our ~$1B/year Mission Networks sector. The Project Engineer manages the programmatic aspects of a specific program or effort and ensures schedule and cost targets are met. The PE is like the Program Manager (PM) in nature, just more functionally focused with the PM as his/her primary customer. The PE's duties are broad in nature and may encompass multiple phases of a product's lifecycle to include Pursuit, Development, Production or Post-Delivery Support. While possessing technical expertise and experience, the individual will coordinate and lead the engineering product development activities. The PE plans, schedules and directs the engineering support of the program, and keeps the team on plan through proactive engagement, constant and robust communication/collaboration, and focused risk management. He/she is responsible for, and has authority over, all engineering resources associated with or in support of the program and must continually engage and collaborate with engineering functional leadership to ensure the necessary resources and support are available. The PE leads the engineering team to success, providing quality, error free technical deliverables, to include subcontractor deliverables, to the PM and formal L3Harris customer on cost and schedule. The PE maintains open and clear communication with the PM, engineering function and assigned team members, suppliers, and customer(s). The PE is a leader in a vitally important role and is accountable to the PM as well as the Engineering Leadership team.

Essential Functions:
  • Responsible for full lifecycle Project Engineering support for a range of hardware and software development and integration efforts.
  • Responsible for successfully leading a project team to meet to meet customer requirements within allocated cost and schedule commitments.
  • Works under consultative direction against annual goals to manage large, complex project initiatives of strategic importance to the organization.
  • Communicates within and outside of the organization to influence leadership to accept new practices, approaches, and concepts.
  • Develops or champions new systems, concepts, or technologies.
  • Recommends tactics and strategies that directly impact the achievement of overall business or functional results.
  • Manages the implementation of cost/schedule/technical aspects of ongoing engineering projects within the program guidelines set by the Program Manager and customer.
  • Reviews status of engineering projects and budgets, manages schedules, and prepares status reports.
  • Assesses engineering issues and develops resolutions to meet productivity, quality, and customer-satisfaction goals and objectives.
  • Identifies, tracks, mitigates, manages, and dispositions program-level risks.
  • Estimate resource and material needs for the project/product.
  • Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received.

Qualifications:
  • Education:
    • Bachelor's Degree and minimum 9 years of prior relevant experience, or
    • Graduate Degree and a minimum of 7 years of prior related experience or
    • In lieu of a degree, minimum of 13 years of prior related experience.
  • Experience with Earned Value Management
  • Experience with best practices for project engineering and program execution
  • Experience in managing multi-discipline programs across multiple locations
  • Experience managing projects with budgets of $30M+
  • Experience with Technical Supplier Management, Risk and Opportunity Management
  • Experience leading Government Contract development programs
  • Experience with management of design to cost activities.
  • Experience with program pursuit and proposal activities.

Preferred Additional Skills:
  • Knowledge of Telecom and Networking domain
  • Experience working with Air Navigation Service Providers
  • Interest in implementing solutions as a managed service
