Summary

The primary purpose of this position is to independently to perform or assist in a wide variety of administrative and legal duties, as well as duties related to supporting the Board of Trustees. The incumbent will work directly with and supports the Secretary, General Counsel and Associate General Counsels.

Duties

As the Legal Administrative Specialist you will:

  • Research legal and policy issues, compile and analyze data from internal and external sources, summarize and synthesize information for review by the Secretary and General Counsel, and develop new approaches to novel issues.
  • Perform independently all administrative functions related to the Board of Trustees consulting with the Secretary to the Board of Trustees including, but not limited to, assisting the Secretary to the Board of Trustees.
  • Evaluate work processes and recommending solutions to streamline activities relating to Board of Trustees processes and governance; as well as other related initiatives having organization-wide impact on activities such as accessioning, tracking, payment and managing of artwork acquisition; and effectively leading such streamlining project efforts which may involve engaging with multiple departments.
  • Track and summarize substantive information on statutes, regulations, treaties and specific legal subjects, using automated research tools, as well as public information databases, for internal use and for purposes of litigation.
  • Serve as special assistant to the General Counsel.
  • Prepare correspondence from brief verbal instructions or on own initiative for the Secretary and General Counsel on routine and non-routine matters.
  • Compose letters for own signature in response to general inquiries, as appropriate.
  • Provide training and advice on governance issues, procedures, and practices to staff and Executive Officers as National Gallery governance expert including drafting template instructional materials. Develop, prepare and maintain on-boarding materials and information for new Trustees including, but not limited to, the Manual for General Trustees.
  • Assist the General Counsel and other National Gallery staff with maintaining files and database of all Corcoran Gallery of Art-related legal and administrative documents.
  • Process agreements and requisitions in the National Gallery's online financial management system.
  • Process payments for independent contractors engaged by SG.

Qualifications

Candidates must meet the Qualification Standards Handbook requirements for the GS-0901-15. A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-14 in the Federal service. For this position, specialized experience is at least one year of experience, equivalent in responsibility to the GS-14 level in the Federal service, overseeing all administrative functions for a private or public law office.

2. Knowledge of administrative processes and methods to effectively operate and streamline activities.

3. Ability to prepare or review correspondence for others.

4. Ability to develop and provide training materials to new trustees.

5. Skill in creating a shared electronic filing system.
