Summary

The salary range reflects the locality pay adjustments for the Washington, D.C., Metro area.

The incumbent of this position will work a flextime schedule.

INTERNAL EMPLOYEES - CONSIDERATION UNDER THIS VACANCY ANNOUNCEMENT IS LIMITED TO THE PERMANENT AND INDEFINITE STAFF OF THE OFFICE OF THE LIBRARIAN DUE TO BUDGETARY CONSTRAINTS. (EMPLOYEES MUST MAINTAIN ELIGIBILITY AT THE TIME OF SELECTION.)

Duties

Coordinates with the General Counsel and Legal Program Specialist to assist with management of the Office of the General Counsel (OGC) website on the Library intranet, creating documents in various online formats and resolving technical issues. Assists in the planning, design, development, testing, quality control, and implementation of the website. Reviews, integrates, or links new, relevant websites to the OGC website. Regularly updates the website with legal resources for Library staff and to optimize communication with relevant clientele.

Processes or maintains documents according to the rules and procedures concerning legal documents used in the Library of Congress and other Government agencies. The incumbent assists with document production in litigation, investigations or audits. Work includes collating documents for administrative or federal litigation, redacting personally identifiable information and other tasks as needed.

Oversees the OGC's records management and automated work tracking system. Records matters that come into the OGC in the tracking system. Generates, modifies, and interprets computer generated reports, assuring the quality, completeness and accuracy of data. Performs data cleanup, archiving, and/or cross checking. Serves as a resource and provides tutorials on the tracking system to OGC attorneys and staff.

Serves as the official notary public for the Library of Congress including keeping a detailed list or record of the notification done; witnessing and authenticating the signatures on all documents; and making sure the personal information presented on the document is correct and stamping the documents after checking for authenticity.

Working with the Office of the Chief Information Officer (OCIO), OGC manages the Library's annual privacy impact assessment (PIA) program, documenting and evaluating the extent to which Library systems collect, use, share, and manage personally identifiable information (PII). The incumbent partners with the Legal Program Specialist to coordinate OGC's annual PIA work: uses OCIO system to review automated privacy threshold analysis(PTA) questionnaires and elevates complex PTAs to an attorney for review; documents incoming and completed PTA/PIAs in the OGC tracking system; and follows up with Information System Security Owners to be sure PTA/PIAs are complete and accurate.

Serves as the OGC administrative office manager. Works closely with OGC attorneys and management on a wide range of administrative and operational matters.

Manages the administrative and clerical functions of the office, coordinates the administrative work of the OGC. Manages and implements administrative controls to ensure the accomplishment of the legal work of the Library. Manages the day-to-day administrative office functions of OGC and assists with planning, coordination, and execution of certain OGC programs and activities, such as brown bag lunches; and training requirements. Performs administrative management functions that fulfill organizational requirements and coordinates work that may be handled in more than one area of the OGC or the Library.

Initiates development of new or revised administrative policies and procedures necessary for efficient administrative functions of the organization, independently or as a member of a team. Prepares guidance for the OGC staff outlining new or revised internal procedures.

Performs other duties as assigned.
