Job Opening:

The Department of Energy Resources, seeks applicants for the position of Legal Counsel I to perform the following duties:

DOER is seeking a n attorney (Counsel I) to serve as a Counsel I within its Legal Division to provide legal services and support to DOER staff on various energy matters including administrative proceedings before the Massachusetts Department of Public Utilities (DPU) as well as other matters involving the energy industry in the Commonwealth. This position will work collaboratively on a variety of energy policy and regulatory matters concerning energy efficiency, solar, renewable and alternative energy, Massachusetts Green Communities, alternative transportation and the impacts these policies may have on all energy consumers, including Environmental Justice, low-income, and vulnerable populations. Legal proceedings with the DPU may include adjudications and rulemakings, which may have multiple parties and involve legal and policy/technical issues (e.g., rate-setting for public utilities, energy policy, equitable access for all energy consumers, and legislation). This position will also assist in producing public records in response to requests that the Department receives. This position involves legal analysis and strong writing and communications skills.

Responsibilities include, but are not limited to, the following:

  • Represent the Department, as part of a team, in proceedings before the Massachusetts Department of Public Utilities as well as other administrative agencies, including preparing comments, pleadings, briefs, motions, discovery and responses to discovery, witness preparation, cross-examination questions, and related adjudicatory responsibilities
  • S erving as a Department case manager by tracking procedural schedules and deliverable deadlines, conducting and participating in public hearings and evidentiary hearings, making written and oral legal recommendations, and working and coordinating with policy and technical staff to ensure the development of thorough pleadings and filings with respect to the Department's positions and findings

Qualifications:

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have a Juris Doctor (JD) degree, admission to the Massachusetts Bar and some experience in legal research, legal writing, and legal procedures and processes.

Incumbents may be required to have a current and valid Motor Vehicle Drivers License at a Class level specific to assignment.
