Under the general direction of the Executive Director, the Attorney III has responsibility for the full range of legal issues and providing legal advice to executive management. The Attorney III is responsible for all legal analyses and recommendations involving SCDD. The incumbent may assist in the formation and review of administrative policy, as assigned. The Attorney III has contact with SCDD Executive Management and staff, Council Members, Department of Social Services, Department of Developmental Services, Office of the Attorney General, State Compensation Insurance Fund, California Department of Human Resources, Department of Industrial Relations, and other public and private agencies. Some basic administrative tasks such as copying and filing may be performed by the Attorney III, as necessary.

Department Information
The State Council on Developmental Disabilities (SCDD) is an independent state agency mandated by federal and state law to pursue systemic change, capacity-building, and advocacy to promote a person-centered consumer and family-based system of services and supports for people with intellectual/developmental disabilities (I/DD). The goal of the federal law is to enable individuals with I/DD (self-advocates) to maximize their self-determination, independence, productivity, and community integration and inclusion. The State Council (Council) consists of 31 voting members, all of whom are appointed by the Governor . The incumbent, as part of SCDD's Headquarters Team, helps the Council fulfill its specific statutory mandates under the federal Developmental Disabilities Assistance and Bill of Rights Act (Title 42, USC §15001, et seq.) and the Lanterman Developmental Disabilities Act (Welfare and Institutions Code §4500, et. seq.).

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Knowledge and experience with Public Records Act, Bagley-Keene Open Meeting Act, Health Insurance Portability and Accountability Act, and the Political Reform Act.
  • Experience drafting, reviewing and editing legal documents.
  • Experience analyzing complex transactional documents.
  • Experience and/or interest in issues related to individuals with disabilities.
  • Ability to exercise a high degree of initiative flexibility, and confidentiality.
  • Experience drafting and reviewing proposed legislation.
  • Strong analytical and legal research skills and methods.
  • Demonstrated capacity to analyze issues arising under federal, State, and local laws and effectively provide clear recommendations.
  • Ability to work quickly and effectively under pressure to identify issues, develop solutions, and produce products within a short timeframe.
  • Demonstrated capacity to communicate clearly, effectively, and professionally -- both orally and in writing -- to technical, lay, and policy-oriented audiences.
  • Demonstrated capacity to work cooperatively with a team and work independently to complete work assignments.
