Under the general direction of the Deputy Director within the Member Offices Division (MOD), the Information Technology Specialist (ITS) III is a mastery-level legislative expert for multiple complex business applications that interface with multiple domain applications across the agency and is essential to legislative operations. The ITS III acts as an expert technical advisor, consultant, and architect that implements new functionality in a portfolio of multi-user, large-scale legislative applications.

The ITS III leads in the configuration and installation of most complex applications and programs which include creating complex data models that support the business of the Legislature. The ITS III is responsible for the design, development, and technical management of enterprise legislative applications and integration services across several large-scale, multi-user projects that are highly complex and critical to the business of the Legislature. These include Committee Services (CS), Position Letter Portal (PLP), Member Portfolio (MP), Legislative Information System (LIS), and Assembly Voting System (AVS). The aforementioned applications/projects are complex in that each has multiple system interfaces and data sources, thus requiring a mastery-level understanding of technical and business requirements, application features, and infrastructure and customer business processes, which vary by legislative customer groups. Development efforts at this level carry extreme risk and consequence of error such that the Legislature would be unable to perform its core statutory and constitutional functions.

The ITS III acts as a technical advisor and consultant to other data center personnel in solving application problems, making recommendations, and achieving the best use of available resources. The ITS III is responsible for independently developing and recommending information technology solutions and guiding projects from beginning to end. The ITS III possesses broad and deep technical skills mastered over the years and has a proven record of successful state-of-the-art solutions. The ITS III has practical experience with emerging, cutting-edge technologies, and is a recognized industry expert.

The ITS III serves as a technical expert and mentor to staff in the MOD and shares business and institutional knowledge. This position requires the highest level of customer service, communicating effectively and professionally with customers, Legislative Date Center (LDC) management, and internal teams, as well as expertise in obtaining internal and external customer input and the ability to drive the technology development process to ensure the operational and policy needs of the Legislature remain at the forefront of technology initiatives undertaken by the LDC.

Department Information
The Office of Legislative Counsel (OLC) is a small civil service department whose mission is to provide responsive nonpartisan and confidential legal services and information technology support services to the California State Legislature and in support of the legislative process. This position is located in the heart of downtown Sacramento. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • 10+ years of experience in Enterprise Java development (JavaEE) framework, JMS, Model View Controller (MVC) design pattern, and MVC-based framework implementations such as Java Server Faces (JSF)
  • Proficient experience with frameworks such as ReactJS, Bootstrap, Java Server Faces (JSF), Node JS, JQuery, RichFaces, and other JavaScript frameworks
  • Proficient experience in developing with the following: Java, Python, Swift, Objective C, C++, C#, JavaScript, XML, KnockoutJS, JavaFX, and CSS
  • Proficient experience with application development principles used to analyze highly-complex automated solutions that meet legislative customers' business and information system requirements
  • Proficient experience with enterprise-level database languages such as Oracle database Structured Query Language (SQL) and Procedural Language/Structured Query Language (PLSQL). Ability to tune and optimize the existing database queries
  • Expert level knowledge and use of development tools such as NetBeans, Eclipse, WebLogic Servers, Apache, Oracle Database, SQL, PLSQL, PVCS, TOAD, and GitHub
  • Proficient experience with modern web development technologies such as Web 2.0, AJAX, and Web Sockets
  • Expertise in analyzing requirements and the design of systems, programs, and logical and physical databases for highly-complex systems
  • Passion for providing excellent and responsive customer support, meeting customer business needs, and a desire to expand upon existing technical skills
  • Thorough understanding and experience with mission-critical Legislative applications such as Committee Services (CS), Position Letter Portal (PLP), and Member Portfolio (MP)
  • In-depth legislative process knowledge imperative to directly support the most complex elements of the applications used by the Legislature

Your Responsibilities
  • Identify, analyze, develop, test, and implement IT software solutions to meet customer business needs for legislative applications
  • Serve as a lead knowledge expert on UI/UX and Enterprise Java development
  • Serve as the technical hands-on expert and consultant to other LDC groups seeking technical expertise
  • Serve as a lead on the analysis and resolution of the most complex problems and performance issues for critical legislative web applications and services
  • Work with teams throughout the organization to share knowledge, suggest improvements, and demonstrate creativity
  • Participate in evaluating technologies to solve some of the most complex technical issues
