Job Summary

*This position has a flexible work arrangement that may allow for Telework or a mixture of working in our office and Telework .

This position exists to provide high-level leadership and consultation to the Deputy Inspector General of Licensing, Assistant Director, Operations, Planning, & Quality Assurance Manager, and Management Team in the Office of Inspector General (OIG), Licensing Division. This position is responsible to lead the strategic and day-to-day direction of the division's operations-related functions including compliance processes, reporting processes, financial management, information technology support, office automation support, internal legislative policy implementation, and strategic planning initiatives.

Responsibilities include but are not limited to:
  • Leads the division's continuous improvement and innovation initiatives to bring consistency and efficiency to division operations.
  • Assists the Operations, Planning, & Quality Assurance Manager in identifying and facilitating cross-divisional collaboration projects with the Program Integrity Oversight Division (PIOD), which is also located within the Office of Inspector General (OIG).
  • Coordinates and collaborates with other Department of Human Services (DHS) divisions, other state agencies, county and private agencies, and external stakeholders on division initiatives.

The Office of Inspector General (OIG), Licensing Division is responsible for the regulation of a wide array of services and programs under the authority of complex state and federal statutory and administrative regulations, and legal processes. The division monitors for compliance, investigates allegations of maltreatment, licensing violations, and program integrity reports, oversees county and private agencies licensing functions, and performs complex legal processes, including reconsideration, administrative fair and contested case hearings, data practices and litigation.

Qualifications

Minimum Qualifications

Demonstrated leadership experience*

*Leadership experience can include:
  • Experience as a supervisor, lead worker, team lead, project lead;
  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);
  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

Three (3) years of professional work experience in managing division-wide administrative and operations functions to facilitate work outcomes in compliance with applicable law and consistent with goals.

Experience must demonstrate the following:
  • Knowledge of methodologies used in a regulatory agency and state and federal policies related to children and families, persons with developmental disabilities, mental health, substance use disorder, and/or elderly populations.
  • Strategic planning sufficient to guide resource and program activity decisions through processes that include many levels and stakeholders.
  • Lead systems and business process improvement initiatives.
  • Evaluate the effectiveness of operational and business processes and enact changes where needed to improve enterprise operational performance and/or accountability.

Preferred Qualifications
  • Knowledge of mission, goals, and objectives of Department of Human Services (DHS), the Office of Inspector General (OIG), and the Licensing Division.
  • Oversee the division's systems modernization strategy, oversee systems modernization work, business process redesign efforts and continuous improvement initiatives.
  • Public policy analysis and development sufficient to support the agency and division's mission, identify problems and recommend and integrate solutions.
  • Assure that legislative and policy changes impacting the division's operations are assessed, planned for and addressed in a timely manner.
  • Knowledge of data privacy laws and rules such as the Minnesota Government Data Practices Act and the Health Insurance Portability and Accountability Act (HIPAA).
  • Assess qualifications of candidates and hire employees, maximizing the ability to obtain candidates who will effectively achieve program objectives.
  • Set and manage multiple projects and priorities with competing deadlines, changing requirements, and emerging issues.
  • Solve problems in a manner that is sensitive to organizational structures, cultures and practices as well as the needs of groups and individuals.
  • Synthesize and organize large volumes of complex information and ideas and present them in a succinct, easily understandable fashion.
  • Quickly identify and analyze problems, spot issues, investigate them, and determine solutions.
  • Maintain the confidence of senior leaders, internal and external organizations, including counties, tribal governments, advocacy groups, legislative representatives, and community organizations.
  • Skilled in effective presentations, group facilitation, and public speaking sufficient to professionally represent the division and address various and diverse (external and internal) groups, organizations, and media.
  • Maintain working relationships with a variety of professional, managerial, technical, and non-technical staff, both internally and externally.
  • Knowledge of Microsoft Office Suite, including Word, Excel, Access, PowerPoint, Visio, and SharePoint.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
