Position Description:

Engineering Services and Science Capability Augmentation (ESSCA) Team Leads serve as first line supervisors and oversee the Task Orders and personnel that support the requirements defined in the ESSCA Performance Work Statement, plus any additional skills that may be required as the ESSCA contract matures. These individuals ensure that high performing people are acquired through disciplined human resources processes. Team Leads also ensure that the employees are appropriately trained, developed, and perform in accordance with current ESSCA policies and standards.

Team Leads are responsible for the proactive management of assigned Task Orders and personnel to ensure effective accomplishment of Marshall Space Flight Center (MSFC) requirements. The Space Systems Team Lead will support the Marshall Space Flight Center's Environmental Control and Life Support Systems (ECLSS) Branch. Position responsibilities may include, but are not limited to:
• Lead a strong and high performing team of approximately 10-20 team members, to succeed in delighting the government customer and ESSCA management.
• Co-Manage task order for support of MSFC's ECLSS Branch (ES62).
• Provide technical area supervision including the assignment and balancing of team member skills to various subtasks.
• Collaborate with the Department Manager and Deputy Department Manager to assign and develop lead personnel for each subtask.
• Perform and support task/subtask resource allocation, tracking, and control.
• Ensure that subtasks are written and estimated correctly, to meet technical, schedule, and financial performance
• requirements.
• Provide oversight of individual and team technical performance. This may include managing subtask leads, product deliveries, and technical expertise.
• Provide direct support as a team member. This could include other duties as assigned. Some examples of these are, but not limited to:
• Developing test documentation
• Performing test
• Reviewing data
• Developing International Conference of Environmental Systems (ICES) conference papers
• Reviewing PDR, CDR, and TRR documentation
• Presenting at PDR, CDR, and TTT reviews
• Requesting Vendor quotes and developing purchasing requests
• Developing and maintaining project schedules
• Supporting TIMs and Working Group meetings
• Assisting with shipping of chemical samples
• Coordinating sampling schedules
• Assisting with chemical inventory tracking
• Confirm the technical quality of products generated by team personnel and establish/implement processes in the Current Performance Management System.
• Forecast future resource/skills/development needs in collaboration with department management to efficiently manage and train the workforce.
• Identify and manage cost, technical and schedule risks to ensure accomplishment of Task Order (TO) requirements, ESSCA goals and objectives, and the current business plan.
• Support the Department Manager and Deputy Department Manager in preparing Operations Review material.
• Implement the ESSCA safety program for the team, and lead by example in our current Safety Program.
• Perform Job Hazard Analyses (JHA's) and Personal Protective Equipment (PPE's) assessments.
• Perform monthly safety visits and facilitate monthly safety topic discussions.
• Perform hiring functions to meet team support requirements: define position requirements; conduct candidate recruiting; lead interviewing and selection; and perform on-boarding activities.
• Perform development of employee goals and objectives and conduct performance evaluations. Support disciplinary processes with team personnel, if needed.
• Implement the awards and recognition program within the team; and strive to continually increase team morale.
• Review and approve employee travel and training needs and requests and associated expense reports.
• Establish and oversee specialty subcontracting requirements in collaboration with the ESSCA Business and Finance Office (BFO) to include coordination of task assignments and performance.
• Develop of subcontractor Statements of Work (SOW) and manage subcontractors utilizing SPS and the current Performance Management System.

Team Leads will provide support to ESSCA contract operations by ensuring:
• Excellent customer relations and harmonious team dynamics and operations.
• Prompt conflict resolution.
• Effective customer communication by: Maintaining daily communication with the MSFC ES62 Branch leadership; conducting Customer Expectation Surveys, Formal Monthly Customer Communication Meetings; and End-of-Evaluation
• Period Task Order Performance Presentation/Self-Assessments/Expectations Surveys.
• Excellent coordination/communication/collaboration with other Team Leads, ESSCA management, Teammate Principals, ESSCA Technical Fellows, BFO and HR.
• Support for ESSCA leadership communication, sharing, and development of best practices for MSFC and across the contract.
• Personnel are lead in the technical accomplishment of task orders.
• Employee awareness and commitment to personal safety, mission success and client satisfaction.
• The notification of ESSCA management, appropriate Teammate Principals, and/or Specialty Subcontractor Management, of employee activities that could require disciplinary and/or safety actions.
• The quality of technical work in accordance with the current Performance Management System.
• Coordination and management of subcontractor task assignment and performance.
• Strategic assignment of personnel to broaden and develop employee skills.
• Application of analytical, design, and test tools to provide consistent state-of-art capability to MSFC.
• The conduct of special projects as assigned by the Department Manager, Deputy Department Manager or Office of the Program Manager.

Qualifications:

Degree in Mechanical engineering or related field is required. Degree from an ABET-accredited university is preferred. Typically, educational requirements are the equivalent of a Ph.D., with a minimum 19 years of experience, Masters with at least 23 years of experience, or BS with at least 25 years of experience.

The ideal candidate will have:
  • Experience developing and delivering technical briefings
  • Strong technical and interpersonal problem solving skills and team building skills
  • Proficiency using Microsoft Office Suite (Word, Excel, PowerPoint, & Outlook)
  • Basic skills using requirement management database tools such as DOORS Next Generation
  • Proficiency with thermal test set up and support
  • Experience in thermal desktop or equivalent
  • Experience in NX Team Center or equivalent
  • Knowledge of orbital thermal environment development
  • Familiarity with NASA standards and MSFC Specifications
  • Excellent verbal and written communication skills
  • Technical leadership and engineering management in aerospace disciplines
  • Highly organized with demonstrated skills to simultaneously coordinate and manage multiple projects to full completion.

This position will require you to be onsite a minimum of 4 days a week

Physical Requirements
Requires sitting for extended periods of time in meetings with peers, management, and with our client at NASA facilities to discuss technical issues (10%). Also, requires sitting for extended periods of time at a desk to write reports and perform engineering tasks (80%). Requires ability to use stairs or elevators for access between floors and multiple buildings at NASA and our facilities (10%).

Equipment and Machines
Requires ability to operate a personal computer, a telephone, fax machine, copier, calculator, and other general office equipment (100%).

Attendance
Normal workday is from 7:30 a.m. through 4:30 p.m., Monday thru Friday. Minimal overtime may be required (10%) to meet schedule milestones and to support technical demands of the job. Regular attendance is a necessity and adequate arrangements for delegating duties during absences are required.

Other Essential Functions
The ability to work independently with minimal supervision, and to make rational decisions, and to exercise good judgment is essential (100%). Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.
