The primary purpose of this position is to integrate, evaluate, and analyze AF Strategic Basing Program across the Future Year's Defense Plan. Responsible for maintaining the integrity and discipline of the Strategic Basing Executive Steering Group/Corporate Structure Process.

Duties

DUTY 1:

Applies expertise, develops, interprets, and implements policies and procedures to provide Department of the Air Force (DAF) strategic basing decisions based on the planning, programming, and budget guidance to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support attainable, within fiscal constraints, for major mission bed down actions supporting the National

Defense Strategy.

DUTY 2:

Leads study teams and working groups to identify the need for special projects directed by the SECAF, CSAF, CSO, or AF/A8. Plans, organizes, and directs complex study work and negotiates effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied.

DUTY 3:

Prepares and presents high level briefings of conclusions; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered. Initiates reports, responses to queries, justifications, and background papers on the technical aspects of areas of expertise and assignment.

DUTY 4:

Maintains a continuous liaison with other DAF, OSD, Joint Staff, other Service, and other DoD offices to ensure informed decision-making by senior DAF leadership. Identifies key results of studies, analyses, and evaluations to counterpart agencies to share experiences, resolve controversial matters, and thereby improve overall defense level planning in areas of assignment. Initiates reports, responses to queries, justifications, and background papers on the areas of expertise and assignment.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Mastery knowledge in the substantive nature of agency programs and activities; agency missions, policies, and objectives; management principles and processes, methods and techniques for assessing program development and/or execution and improving program effectiveness and efficiency. Knowledge of DAF concepts, principles, and practices and familiarity with the SPPBE processes and environmental impact analysis processes. Knowledge of a wide range of concepts, principles, and practices relating specifically to community planning, but also to financial management, real estate matters, logistics, and manpower. Mastery knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of Air and Space Force strategic basing decisions for major mission bed down actions

supporting the National Defense Strategy. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing.

Skill to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied. Skill in coordinating extensive projects in assigned areas of responsibility at an appropriate level to develop plans including milestones, priorities, and documentation.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-14 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
