Job Summary:

Performs advanced (senior-level) budget preparation and analysis work, and program management work in the areas of consultative financial analysis, and contract analysis. Work involves overseeing the planning, organizing, coordinating, and evaluating of budgetary activities and performance measures. Provides technical assistance to program staff in the planning, development, coordination, and implementation of division programs and budgets. Duties include compiling, reviewing, analyzing, and evaluating financial data and contracts; preparing reports and responding to inquiries; and recommending appropriate action to improve program performance. Coordinates the work of others in in the areas of budget, audit, strategic planning, and contract monitoring and administration. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. This position reports to the Lottery Operations Division Director.



Qualifications:

• Graduation from an accredited four-year college or university with major course work in accounting, business administration, finance, public administration, or a related field is required. (Relevant accounting, contract administration, budgeting, or financial analysis experience, in excess of the required four years listed below, may be substituted for college on a year-for-year basis.)

• Four years of work experience in accounting, budgeting, or financial analysis is required.

• Experience with personal computers to include experience with Microsoft Word, Microsoft Excel, and e-mail is required.

• Willingness to work irregular hours, including weekends, holidays, and evenings as required.

• Willingness to travel up to 5% via personal vehicle for job-related purposes as required.

• Experience in budget/financial analysis, Strategic Plan development, and LAR work for a state agency is preferred.

• Experience in contract administration and development of vendor performance criteria is preferred.

Knowledge, Skills, and Abilities:

• Knowledge of accounting, budgetary, and management principles, practices and procedures; and legal restrictions governing the allocation of funds.

• Extensive knowledge of local, state, and federal laws and regulations relevant to department and program areas.

• Skill in analyzing financial data, and in the use of a computer and applicable software.

• Ability to monitor and report on performance measurement, to analyze management problems and develop and present alternative solutions, and to coordinate the gathering and analysis of data.

• Ability to plan, assign, and coordinate multiple, simultaneous projects and responsibilities in support of divisional departments and programs and meet strict deadlines.

• Ability to assist in the planning and monitoring of contracts and program budgets, consistent with goals and objectives that support the strategic plan of the agency.

• Ability to analyze data, present conclusions, and solve work related problems.

• Ability to develop, interpret, and apply Lottery Commission policies, procedures, and regulations.

Physical and Mental Requirements:

Essential Job Functions:

• Assists the division director in the formulation and implementation of the division's operating budget and the Legislative Appropriations Request, including the coordination of division level monitoring and tracking of department, contract, and program budgets. Reviews and prepares financial information to ensure compliance with established procedures, requirements, agency policy, and requests for information via open records requirements.

• Reviews and oversees each department's merit budget and presents the budget to the director, reviews changes to the merit budget throughout the year, tracks salary savings and underfill amounts, and reviews personnel requisition forms and job offers to ensure the requested salary is in sync with approved budgets.

• Coordinates with department managers on the preparation of required Needs and Risk Assessments, Cost Benefit Analyses and Contract Risk Assessments.

• Oversees, coordinates, and prepares reports and studies on performance measure tracking, including measures in the general appropriations bill pattern and biennial legislative appropriations requests. Works with department staff on preparing performance measures and reviewing their definitions for the Strategic Plan, reviewing for accuracy, and presenting final version to division director.

• Coordinates the development of Lottery Operations' content for the agency's business and strategic planning documents and monitors progress toward stated goals and objectives.

• Develops schedules, work plans, resource requirements, and budgets related to division initiatives.

• Develops criteria for evaluating programs, proposals, and other pertinent information related to division initiatives.

• Monitors and manages division initiatives to ensure that deliverables are acceptable and fulfill the terms of contract specifications.

• Monitors and tracks department level efforts to establish and implement vendor and program monitoring controls including the implementation of internal and external audit recommendations. Tracks the submission of requested documents/reports by various division staff during audits.

• Monitors and tracks department level contract management related to vendor compliance with established rules, regulations, policies, contracts, strategies, goals, and methods of operation.

• Analyzes contractually required submissions from vendors for accuracy and completeness as to contract requirements.

• Assists the division director in establishing, monitoring, and tracking department and program goals and objectives in accordance with agency priorities, guidelines, rules and regulations.

• Reviews and analyzes proposed legislation with relevant department managers to determine the operational and fiscal impact on division operations. Makes entries in the Legislative Implementation System to document legislation implementation status.

• Reviews, interprets, and applies detailed research data, financial data, studies and forecasts related to program assignments.

• Coordinates program activities with outside entities including other state agencies, private sector vendors and contractors.

• Performs other related duties and special projects as directed by the Lottery Operations Division Director or Executive Management.
